In the Diocese of Karonga, the Land and Construction Office supports the broader vision of the Diocese of Karonga through management of its land resources, design and management of all construction projects in the Diocese. It is responsible for all matters relating to allocations and acquisitions of land and designing, pricing and construction of buildings of the Diocese. In the drive to respond to increased demand of work resulting to expansion of construction activities in the department, the Diocese has created a new post of Land and Construction Officer (LaCPO). The LaCPO shall report to the Land and Construction Desk Officer.
There are two main purposes of the LaCPO, namely (1) to assist the Land and Construction Desk Officer to plan, implement and manage the process of acquiring land for the Diocese of Karonga and its institutions and (2) to plan, implement and manage the entire process of constructing building of the Diocese; which includes all major construction works in Diocesan institutions.
Key Duties
- To draw maps of plots or pieces of land where parish, outstations and sub-station churches are built throughout the Diocese.
- To draw maps of all plots where church schools (primary as well secondary), health facilities, orphanages, CBCCs, vocational training centres, demonstration fields, etc are located throughout the Diocese.
- Ensure that all pieces of land referred to in 3 (a) and (b) above have duly completed applications for lease process.
- Initiate and complete the process of leasing all pieces of land mentioned in 3 (c) above.
- Design buildings of the Diocese and its institutions as well as prepare BOQs of the same.
- Ensure that all major buildings of the Diocese meet the relevant set regulatory standards.
- Supervise the construction of all construction projects of the Diocese and its institutions and ensure that required engineering standards are met.
- Provide funders with technical as well as financial reports of all constructions works of the Diocese.
- Carry out consultancy work which has financial benefit for the Diocese.
Qualifications
- At least Bachelor’s Degree in Land Management (Physical Planning) or related fields.
- At least 3–4 years post qualification experience in physical planning or construction.
- Conceptual understanding of the process of leasing land as well as construction of buildings.
- Proven ability to effectively manage partner relationships with religious and private sector institutions.
- He or she must be socially and spiritually confident, self-assured, enjoys meeting people, creates a good impression in all situations, is good with words and knows what to say (even when communicating disagreeable information).
- Must have high level analytical skills, identifies and analyses patterns and trends, sees the relationship between cause and effect, and must have an enquiring mind.
- Be innovative, generates ideas, shows ingenuity and thinks up solutions. Is forward planning and prepares well in advance, enjoys setting targets, and plans activities.
- He or she is controlling and takes the lead, directs, manages, supervises and organizes others while displaying empathy and helpfulness towards others.
- Is results orientated and strongly motivated to compete and achieve impressive results, strives to improve and must have a “can do” attitude and enjoys challenges.
- Must have a demonstrable ability to relate well with local communities as well as traditional authorities.
