PART-TIME CONSTRUCTION PROJECT OFFICER

St. Thomas Anglican Church is seeking a proactive Part-time Projects Officer to join our team. This vital role will provide essential support to ensure the cost-efficient, safe, timely, and high-quality construction of the Church Hall, while also supporting the ongoing maintenance of church buildings and premises. The Officer will coordinate site activities, oversee quality and safety standards, manage documentation, and facilitate clear communication among contractors, engineers, project committees, and the Church.
Key Responsibilities
Primary Role
1. Construction Site Management
- Oversee all construction activities to ensure adherence to quality, safety, cost controls, and project timelines.
- Conduct regular site inspections and promptly address any issues impacting progress or quality.
- Verify that all work complies with approved drawings, specifications, schedules, and safety regulations.
- Arrange regular site visits for supervising committee members and engineers, providing advance notice and preparing necessary documentation.
- Enforce strict safety standards, ensuring contractors follow all safety protocols, and report any incidents immediately.
2. Project Coordination & Stakeholder Liaison
- Act as the primary link between the Projects Committee, contractors, craftsmen, engineers, and designers.
- Review all contractor invoices for accuracy and completeness, ensuring they receive approval from relevant bodies before payment processing.
- Monitor procurement activities, track material deliveries, and proactively identify potential shortages.
- For routine purchases and payments, obtain competitive quotations from credible and verifiable suppliers for evaluation, selection, and payment approval by the Projects Committee.
- Ensure that all major quotations are submitted to the Internal Procurement and Disposal Committee via the Projects Committee for thorough vetting.
3. Reporting & Documentation
- Prepare and submit monthly construction progress reports (including photographs and videos), detailing:
- Work completed versus planned.
- Resource utilization.
- Cost implications.
- Identified risks and corresponding recommendations.
- Provide timely updates (both written and verbal) on any variances to the Projects Committee.
- Maintain organized files for drawings, quotations, invoices, correspondence, approvals, and site records.
- Support the preparation, printing, and updating of project drawings and related documentation.
4. Monitoring, Evaluation & Quality Assurance
- Monitor workmanship and materials to ensure they meet specified quality standards.
- Document any deviations from the project plan and propose appropriate corrective actions.
- Track activity schedules closely to identify delays or deviations early.
- Promptly flag any potential compromises to costs, quality, or timelines.
Secondary Role
5. Church Facilities Maintenance
- Support routine inspections of church buildings, grounds, and facilities.
- Identify maintenance requirements and recommend timely repairs.
- Assist in coordinating craftsmen or service providers for necessary maintenance works.
- Maintain comprehensive maintenance records and provide updates to management.

Working Conditions
- Availability on a part-time basis, specifically when active construction is underway, as agreed with the Projects Committee.
- Requires on-site presence, regular inspections, and coordination with various stakeholders.
- Must uphold strict confidentiality regarding all church construction documents and activities.
Requirements and Qualifications
- A Diploma or Degree in Construction Management, Civil Engineering, or a related field.
- Experience in Construction Project Support, Administration, or Site Coordination.
