Senior Climate Screening / E&S Safeguards Expert
NTU International is preparing a proposal for the EU-funded project, "Technical Assistance to ECOWAS in Transport Governance." This initiative aims to bolster sustainable, intelligent, resilient, and safe mobility systems across the ECOWAS region in West Africa. The project will support ECOWAS institutions, Member States, and regional stakeholders in advancing transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity.
This technical assistance will empower the ECOWAS Commission, specifically the Directorate of Transport and the Project Preparation and Development Unit (PPDU). The focus will be on integrating climate resilience, environmental sustainability, and social inclusion into the development and execution of regional transport infrastructure projects and governance frameworks.
NTU International is seeking a Senior Climate Screening / E&S Safeguards Expert to provide crucial support in climate risk screening, environmental and social safeguards, resilience mainstreaming, and sustainable infrastructure planning throughout the ECOWAS region.
Key Responsibilities
- Assist in climate screening and conducting climate resilience assessments for regional transport infrastructure projects and corridor initiatives.
- Provide expert technical guidance on environmental and social safeguards, adhering to EU and international standards.
- Perform and review environmental and social assessments, climate risk analyses, and resilience studies.
- Support the integration of climate adaptation, environmental sustainability, gender equality, disability inclusion, and social safeguards into project preparation and ongoing implementation.
- Contribute to the preparation and review of Environmental and Social Impact Assessments (ESIAs), Environmental and Social Management Plans (ESMPs), resettlement frameworks, stakeholder engagement plans, and other safeguard documentation.
- Support the development of environmentally sustainable and climate-resilient transport infrastructure solutions.
- Advise ECOWAS institutions and national stakeholders on safeguard compliance, climate mainstreaming strategies, and sustainability frameworks.
- Support the creation of safeguard procedures, methodologies, and technical guidance documents.
- Deliver capacity-building activities, workshops, and technical training sessions focused on climate screening and E&S safeguards.
- Contribute to monitoring, reporting, and quality assurance processes for safeguard-related activities and outputs.
Education
- Master’s degree in environmental sciences, environmental engineering, climate change, sustainability, social development, natural resource management, or a related field.
General Professional Experience
- A minimum of 10 years of professional experience in environmental and social safeguards, climate resilience, or sustainable infrastructure development.
- Demonstrated experience working on infrastructure or transport sector projects in developing countries, with a preference for Sub-Saharan Africa.
- Experience within international development cooperation and donor-funded programs.
Specific Professional Experience
- A minimum of 7 years of experience in climate screening, environmental and social safeguards, or climate-resilient infrastructure projects.
- Proven expertise in conducting environmental and social impact assessments, climate risk assessments, and applying safeguard compliance frameworks.
- Experience applying safeguard standards and requirements from institutions such as the EU, World Bank, AfDB, EIB, or other international bodies.
- Experience in transport infrastructure, corridor development, logistics, or regional infrastructure projects is considered advantageous.
- Experience integrating considerations for gender equality, disability inclusion, vulnerable groups, and social inclusion into infrastructure projects.
- Experience supporting climate adaptation, resilience planning, or green infrastructure initiatives.
- Experience collaborating with regional organizations, public institutions, or international financial institutions is a valuable asset.
Languages
- Fluency in English or French (C1 level mandatory).
- Working knowledge of the other language is considered an asset.
