YATHU SACCO, an affiliate of MUSCCO, is seeking an energetic, self-motivated, and enthusiastic individual to join our team as the Finance, Administration and Human Resources Officer. This role reports directly to the SACCO Chief Executive Officer and is responsible for managing the daily financial, administrative, and human resources operations to ensure efficient and high-quality service delivery to members, fostering sustainable growth.



KEY RESPONSIBILITIES OF THE POSITION


Financial Management and Reporting


  • Ensure SACCO financial operations comply with the Financial Services and Financial Cooperative Act, international accounting standards, and stakeholder obligations.

  • Prepare timely financial and management reports, analyses, and year-end documentation for external audits.

  • Manage budget preparation, control, financial projections, and cash flow forecasts.

  • Produce variance analyses, reports, and other required SACCO financial analyses.

  • Ensure timely bank reconciliations and monthly analysis of all balance sheet items.

  • Maintain an up-to-date fixed asset register.

  • Coach and supervise Finance department staff (finance officers, cashiers, loan officers), reviewing and approving their daily activities.

  • Prepare audit schedules and ensure the timely completion of external audits.

  • Maintain up-to-date member ledgers for all transactions.

  • Allocate cash to cashiers/tellers based on set holding levels and monitor throughout the day to ensure adequate liquidity.

  • Maintain petty cash and receipt books.

  • Ensure effective record-keeping for the accounts department.

  • Monitor and coordinate the implementation of audit recommendations.

  • Prepare monthly delinquency and performance reports.

  • Organize staff training sessions on finance and other relevant areas.

  • Prepare high-quality board packs and necessary analyses as required by the board.


Human Resources Management


  • Maintain a confidential and up-to-date personnel file system for all SACCO staff.

  • Oversee a satisfactory payroll system, ensuring timely salary payments and remittance of payroll taxes and social security contributions.

  • Ensure adherence to appropriate recruitment, dismissal, compensation, benefits, and employment condition procedures as per SACCO policies and the Human Resources Manual.

  • Manage employee grievances and disciplinary matters.

  • Oversee talent management, recruitment, retention, off-boarding, and succession planning.

  • Ensure all staff have offer letters and performance contracts aligned with the strategic and annual plans.

  • Conduct employee performance appraisals and generate reports to guide performance management.

  • Manage staff records effectively.


Routine and General Administration


  • Maintain an up-to-date asset register.

  • Ensure timely settlement of insurance premiums for all SACCO assets.

  • Adhere to accounting and management information systems (MIS) guidelines.

  • Ensure compliance with all tax laws and authorized exemptions.

  • Coordinate procurement processes and ensure SACCO premises are adequately equipped for smooth operations.

  • Ensure the safety and security of staff and premises.


Other Duties

Perform any other duties assigned by management.



IDEAL CANDIDATE PROFILE



  • Bachelor’s Degree in Business Administration, Business Management, Accounting and Finance, Finance and Human Resources Management, or a related business field, with a minimum of 3 years of relevant experience.

  • Excellent written and oral communication skills.

  • Strong capabilities in providing constructive feedback, coaching, and mentoring.

  • Effective leadership skills with the ability to motivate staff.

  • Focus on improving efficiency while maintaining member service quality.

  • Good organizational and time management skills.

  • Driven and determined to achieve targets.

  • Proficient knowledge and experience in operational management and best practices.

  • Excellent computer skills, including proficiency in Excel, Word, Outlook, and Access.

  • Strong interpersonal skills and a collaborative management approach.

  • Experience in budget development and oversight.

  • Demonstrated commitment to high professional ethical standards in a diverse workplace.

  • Ability to delegate responsibilities effectively.
