Director of Public Officers’ Declarations Office (Grade C)

About the Organisation
The Public Appointments Committee of the National Assembly seeks qualified Malawians for the leadership role of Director of the Office of Public Officers’ Declarations (Grade C). This critical position operates under Section 6 of the Public Officers (Declaration of Assets, Liabilities and Business Interests) Act.
Job Purpose
The Director will independently lead the Office of Public Officers’ Declarations, managing the receipt and verification of asset declarations. Key duties include fostering compliance among listed public officials and reporting on the Act's implementation.
Key Responsibilities
- Process and validate declarations submitted by designated public officers.
- Advise the Minister on necessary rules and regulations to support the Act's enforcement.
- Ensure broad public access to the provisions of the Act.
- Provide guidance to public officers regarding their statutory obligations.
- Offer technical assistance to public officers for accurate declaration submissions.
- Publish annual lists in the Gazette detailing compliant and non-compliant public officers.
- Disseminate a yearly summary of declarations filed by each listed public officer.
- Prepare an annual compliance assessment report for the Minister's presentation to the National Assembly.
- Escalate non-compliance cases to appropriate employment authorities with recommendations for sanctions.
- Report any evidence or reasonable suspicion of criminal activity uncovered during verification to the relevant authorities (Director of Public Prosecutions, Police, or Anti-Corruption Bureau).
- Refer elected officials, Ministers, or other listed officers to the Monitoring Committee when necessary due to non-compliance.
- Execute the office's functions with independence while remaining accountable to Parliament.
Qualifications and Experience
- A Master’s Degree in Public Administration, Political Science, Public Policy, or Law from an accredited institution is required.
- A minimum of 10 years of experience in senior management roles.
- Previous experience within a governance institution is essential.
- A robust understanding of public governance, compliance, and regulatory frameworks is necessary.
- Demonstrated ability to operate autonomously while maintaining accountability to Parliament.
