- Technical Auditor (Grade TS2)
- . This role is based at the RFA head office in Lilongwe.
- Role Overview
- The Technical Auditor will support the planning and execution of technical audits, ensuring value for money in road works projects through adherence to approved designs, technical specifications, and contract terms. This involves developing technical audit plans, establishing Standard Operating Procedures (SOPs), preparing audit reports, and contributing to the RFA's annual report.
- Key Duties and Responsibilities
- Audit Planning and Execution
- Assist the Chief Technical Auditor in developing annual work plans for the technical audit section.
- Contribute to the creation of comprehensive SOPs for standardized technical audit procedures.
- Define the scope and objectives for each technical audit assignment, developing appropriate audit programs.
- Conduct planned technical audits for ongoing projects within established deadlines and according to SOPs.
- Evaluate contractors' technical compliance regarding materials, structural integrity, and the efficiency, effectiveness, and economy of works.
- Perform post-construction technical audits on selected projects to assess the quality of completed work.
- Review the technical quality and performance of finished road works and the reasonableness of certified completion quality.
- Undertake special examinations, investigations, and consulting assignments as directed by the Chief Technical Auditor or Director of Audit.
- Represent the RFA in various technical meetings, forums, and committees as assigned.
- Execute other duties as assigned by the Director of Audit and/or Chief Technical Auditor.
- Contract Management
- Maintain a database and periodically review project records and status for all planned, ongoing, and completed projects.
- Foster positive working relationships with implementing agencies, contractors, and consultants, ensuring contractual obligations are met.
- Assess the suitability, effectiveness, and adequacy of contract management and quality assurance procedures employed by implementing agencies and supervising engineers.
- Verify that contractors have fulfilled their contractual obligations for the works performed.
- Review interim payment certificates, invoices, and claims from implementing agencies to ensure payments align with contract terms, advising the Chief Technical Auditor on approval recommendations.
- Audit Reporting
- Prepare and submit regular, periodic, and ad-hoc reports on the activities and programs of the technical audit section.
- Draft technical audit reports and discuss findings, recommendations, and conclusions with auditees.
- Generate technical audit reports based on field assessments and findings.
- Participate in the finalization of the overall technical audit report.
- Monitor the implementation of agreed technical audit recommendations to ensure corrective actions are taken by auditees.
- Support the Chief Technical Auditor in producing the annual technical audit report for inclusion in the RFA's annual report.
- Qualifications and Experience Required
- Essential:
- A Bachelor’s Degree in Civil Engineering from an accredited university.
- Working Experience:
- A minimum of 5 years of postgraduate professional experience in technical auditing, project management, or civil works supervision, preferably within the road sector.
- Registration:
- Must be a Registered Engineer with the Malawi Engineering Institution.
- Desired:
- A Master’s degree in Civil Engineering or a related field is highly advantageous.
- Key Competencies
- Proficiency in civil works procurement, contract management, financial administration, and understanding of contract conditions and specifications.
- Sound knowledge of technical auditing practices, procedures, and techniques, or in the planning, design, and supervision of road works.
- Strong organizational, analytical, and problem-solving abilities.
- Proficiency in Microsoft Office applications and project management software (e.g., Prince II, Agile, MS-Project).
- Ability to work independently with minimal supervision.
- Capacity to establish and maintain effective working relationships with team members and auditees.
- Excellent presentation, written, and verbal communication skills.
- Experience with audit management software (e.g., TeamMate) is considered an asset.
