Senior Infrastructure Project Preparation Expert
NTU International is assembling a proposal for the European Union-funded initiative, “Technical Assistance to ECOWAS in Transport Governance”. This project aims to enhance sustainable, smart, resilient, and safe mobility systems throughout the ECOWAS region in West Africa. The initiative will empower ECOWAS institutions, Member States, and regional stakeholders to improve transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity.
The Technical Assistance will provide crucial support to the ECOWAS Commission, specifically its Directorate of Transport and the Project Preparation and Development Unit (PPDU). This support will focus on the preparation, structuring, promotion, and monitoring of bankable and environmentally sound transport infrastructure projects, including key regional corridor initiatives.
NTU International is actively seeking a Senior Infrastructure Project Preparation Expert to bolster infrastructure planning, project preparation, investment structuring, and the development of bankable regional transport projects across the ECOWAS territories.
Key Responsibilities
- Aid in the identification, formulation, and structuring of regional transport infrastructure projects and investment programmes
- Conduct and critically review pre-feasibility studies, feasibility studies, technical evaluations, and investment analyses.
- Facilitate the preparation of bankable transport infrastructure projects suitable for funding by International Financial Institutions (IFIs), development partners, and private investors.
- Contribute to infrastructure planning and prioritization efforts for vital regional transport corridors, such as the Praia–Dakar–Abidjan and Abidjan–Lagos corridors.
- Offer technical guidance for the development of project pipelines, infrastructure mapping, and investment tracking systems.
- Assist in the creation of technical documentation, concept notes, Terms of Reference, and investment proposals.
- Liaise and coordinate effectively with ECOWAS institutions, national government bodies, development partners, and financial institutions.
- Integrate climate resilience, environmental sustainability, gender equality, and social inclusion principles into project preparation processes.
- Support capacity-building activities, technical workshops, and knowledge-sharing events focused on infrastructure project preparation and project cycle management.
- Contribute to the monitoring, reporting, and technical review of infrastructure preparation activities.
Education
- A Master’s degree in Civil Engineering, Transport Engineering, Infrastructure Planning, Economics, Project Finance, or a closely related discipline.
General Professional Experience
- A minimum of 10 years of professional experience in transport infrastructure project preparation, infrastructure planning, or investment advisory services.
- Demonstrated experience working on infrastructure or transport sector projects within developing countries, with a preference for Sub-Saharan Africa.
- Previous engagement in international development cooperation and donor-funded programmes is required.
Specific Professional Experience
- A minimum of 7 years of experience specifically in the preparation, structuring, or appraisal of transport infrastructure projects.
- Proven expertise in conducting feasibility studies, technical assessments, economic and financial analyses, and project bankability evaluations.
- Experience with regional transport corridors, road infrastructure, logistics, or connectivity projects.
- Experience supporting projects financed by the EU, World Bank, AfDB, EIB, or other major international financial institutions will be considered a significant advantage.
- Familiarity with Public-Private Partnerships (PPPs), blended finance, or infrastructure investment structuring is advantageous.
- Experience in integrating climate resilience, environmental, and social considerations into infrastructure project design is desirable.
- Prior experience working with regional organizations, governmental institutions, or transport authorities is a plus.
Languages
- Proficiency in English or French at a C1 level is mandatory.
- A working knowledge of the other language will be considered an asset.
