Job Title: Senior Training and Capacity Development Expert

NTU International is preparing a proposal for the EU-funded project “Technical Assistance to ECOWAS in Transport Governance.” This initiative aims to enhance sustainable, smart, resilient, and safe mobility systems throughout the ECOWAS region in West Africa by supporting ECOWAS institutions, Member States, and regional stakeholders in improving transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity.
The technical assistance will focus on institutional capacity building, professional training programs, knowledge transfer, and strengthening technical competencies among transport governance institutions and stakeholders within the ECOWAS region.
NTU International is seeking a highly experienced Senior Training and Capacity Development Expert to contribute to training programs, institutional learning initiatives, and technical capacity-building activities across West Africa.
Key Responsibilities
- Facilitate the design and execution of training and capacity development programs focused on transport governance and regional integration.
- Conduct thorough training needs assessments and institutional capacity analyses for ECOWAS institutions and Member States.
- Develop comprehensive training curricula, learning materials, toolkits, manuals, and knowledge products.
- Support Training of Trainers (ToT) programs and broader institutional learning initiatives.
- Provide expert advice on adult learning methodologies, knowledge transfer strategies, and effective capacity development approaches.
- Assist in the organization and delivery of workshops, seminars, study visits, and technical learning events.
- Contribute to the development of e-learning tools, digital training platforms, and blended learning solutions.
- Coordinate effectively with ECOWAS institutions, training centers, universities, development partners, and regional stakeholders.
- Promote the integration of gender equality, youth engagement, disability inclusion, and sustainability principles into all training activities.
- Contribute to the monitoring, reporting, and evaluation of training and capacity-building efforts.
Qualifications
Education
- Master’s degree in Education, Organizational Development, Public Administration, Transport, Human Resource Development, or a related field.
General Professional Experience
- A minimum of 10 years of professional experience in training, institutional capacity development, organizational learning, or technical assistance programs.
- Demonstrated experience working on development or infrastructure projects in developing countries, with a preference for Sub-Saharan Africa.
- Experience within international development cooperation and donor-funded programs.
Specific Professional Experience
- A minimum of 7 years of experience in designing and implementing training and capacity-building programs.
- Proven experience with curriculum development, Training of Trainers (ToT), adult learning methodologies, or institutional strengthening initiatives.
- Experience related to transport governance, infrastructure, logistics, regional integration, or public sector capacity-building programs is considered an advantage.
- Experience supporting EU-funded, World Bank-funded, AfDB-funded, or other donor-funded programs is a strong asset.
- Experience working with public institutions, regional organizations, universities, or training centers is advantageous.
- Experience with digital learning systems, knowledge management, or e-learning platforms is considered an asset.
Languages
- English or French proficiency at a C1 level is mandatory.
- Working knowledge of the other language (English/French) is considered an asset.
