The Malawi Communications Regulatory Authority (MACRA) is a statutory body established under the Communications Act, 2016, to regulate the provision of services in the communications sector in Malawi. MACRA is inviting suitable people to apply for the following vacant positions.
Economic Regulations Directorate
1. ECONOMIC REGULATIONS OFFICER (GRADE MA 6)
Key Duties and Responsibilities
- Analyzing tariff proposals, fees and other charges for communications services.
- Assist in conducting economic and financial analysis of business plans submitted by operators or potential operators to the Authority for approval.
- Assist in collecting, processing, analysing and organizing data about ICT and postal markets, products, services and operators.
- Assist in managing and maintaining databases for all market-related ICT data.
- Assist in conducting ICT sector related surveys and compiling ITU data and statistics including development of ICT Development Index (IDI) and other indices.
- Undertake monitoring of Authority’s strategic plan, annual work plans, programs and projects as well as action plans and schemes.
- Malawi Communications Regulatory Authority.
- Undertake any other duties assigned from time to time.
Qualification and Experience
- Must have a Bachelor's degree in any discipline of economics.
- At least 2 years' experience in economic analysis and data management.
COMPUTER EMERGENCY RESPONCE TEAM (CERT)
1. CERT MANAGER (M4)
Key Duties and Responsibilities
- Managing incident response processes.
- Overseeing and directing the response team’s actions and activities on behalf of the team.
- Developing and maintaining incident response policies and procedures.
- Coordinating and analyzing threat intelligence to understand the evolving threat landscape.
- Skills in protecting and securing critical ICT infrastructure in their ability to effectively detect and respond to cyber incidents.
- Organizing training sessions and awareness programs for employees and team members to enhance their cybersecurity knowledge and skills including promoting a culture of cyber security awareness in the country.
- Maintaining detailed records of all security incidents and responses.
Qualifications and Experience
- A minimum qualification of a degree in Cybersecurity, Forensics Computer Science, ICT or equivalent.
- Practicing ethical forensics, CPENT and malware analysis.
- Have an enhanced cyber security knowledge.
1. LICENSING MANAGER (LEGAL AND REGULATORY)
Job Purpose
The Licensing Manager (Legal and Regulatory) will be responsible for managing and coordinating the Authority’s licensing functions in the communications sector. The position involves overseeing licensing processes, drafting and reviewing licences, and regulatory instruments, ensuring compliance with applicable local and regulatory frameworks and providing legal and regulatory advisory services to internal and external stakeholders.
Key Responsibilities
- Managing and overseeing the processing, evaluation, issuance, renewal, amendment, suspension, and revocation of communications licenses in accordance with applicable laws, regulations and the Authority’s directives.
- Coordinating and facilitating licensing procedures and ensuring that all licensing applications are processed efficiently, transparently, and within prescribed guidelines.
- The drafting, and reviewing of regulations, rules, directives, guidelines, policies, and other legal and regulatory instruments of the Authority.
- Conducting legal and regulatory research and preparing reports, opinions, briefs, and recommendations on licensing and sector-related matters.
- Engaging and maintaining effective working relationships with government institutions, industry stakeholders, licensees, legal practitioners, and other relevant stakeholders.
- Assisting in the management of disputes, litigation, and enforcement matters relating to licensing and regulatory compliance.
- Performing any other duties as may be assigned from time to time.
Qualifications and Experience
- Master's of Laws (LLM) Degree from a recognized institution.
- Bachelor of Laws (LLB) Degree from a recognized institution.
- Must be admitted to the bar and possess a valid legal practicing licence in Malawi.
- Minimum of 5 years’ post-admission relevant professional experience in licensing, communications regulation, regulatory compliance, legal practice, litigation related areas.
- Experience in ICT communications, ICT, or regulatory sector will be an added advantage.
