UNICEF Malawi collaborates with the Government of Malawi to progressively advance human rights, with a specific focus on rural and underserved populations, schools, healthcare facilities, and communities. Through its Country Programme, UNICEF contributes to the delivery of sustainable infrastructure, including solar-powered systems and enhanced institutional facilities. In partnership with government ministries, district councils, NGOs, and other development partners, UNICEF plays a vital role in bolstering technical capacity, supporting infrastructure design and implementation, and ensuring quality assurance for the construction of safe, inclusive, and sustainable services.

How can you make a difference?

This Long-Term Agreement (LTA) aims to secure on-demand technical support and engineering expertise for UNICEF Malawi's Country Programme infrastructure initiatives. The selected consultant will be responsible for:

• Providing design support, technical review, validation, and engineering oversight for institutional facilities, including schools, healthcare facilities, and community institutions.
• Assisting UNICEF in the technical evaluation of designs and feasibility studies submitted by implementing partners and third-party contractors.
• Ensuring all proposed infrastructure adheres to national guidelines, international best practices, and UNICEF's standards for sustainability, safety, equity, and climate resilience.
• Producing remote technical monitoring reports for rural construction projects, ensuring alignment with national and UNICEF construction guidelines.
• Offering advisory services and capacity-building to national and local stakeholders, including government authorities and NGOs, on technical infrastructure aspects.

To qualify as an advocate for every child, you will have:

Minimum Requirements:

Academic Qualification:

• An advanced university degree (Master's level or higher) in Civil Engineering, Hydraulic Engineering, Mechanical Engineering, Environmental Engineering, or a closely related field. In exceptional cases, a Bachelor's degree may be considered with substantial, highly specialized relevant experience.
• Professional engineering certification or accreditation is desirable.

Work Experience:

• A minimum of 10 years of professional experience in designing, reviewing, or validating the construction of institutional facilities (schools, healthcare facilities) within developing contexts is required.
• Demonstrated experience in providing technical advice, quality assurance, and validation of infrastructure designs, ideally within Malawi or similar Sub-Saharan African contexts, is essential.
• Proven experience in capacity-building, mentoring, or providing technical advisory services to government partners, NGOs, or development organizations is desirable.
• Experience with infrastructure structural stability assessments and refurbishment projects would be an advantage.

Technical Skills, Knowledge, and Competencies:

• Strong technical expertise in designing and validating buildings and associated infrastructure, including hospitals, schools, and WASH facilities, is required.
• Proficiency in relevant engineering software applications and technical design tools (e.g., AutoCAD, Revit, Robot, Prokon, StaadPro) is desirable.
• A solid understanding of international (UNICEF, WHO) and national standards, guidelines, and best practices for institutional infrastructure design is desirable.
• Excellent analytical, communication, reporting, and training skills, with a proven ability to convey technical information effectively to diverse audiences, are required.

Languages: Fluency in English and Chichewa, with strong oral and written skills, is required.

• A concise technical proposal (maximum five pages) outlining the consultant's understanding of the assignment and their proposed approach/methodology.

• References: Provide at least three references who can attest to and validate relevant engineering experience.

Government employees considered for UNICEF employment are typically required to resign from their government positions before commencing an assignment with UNICEF.
