This assignment requires a comprehensive review of existing literature, policies, and reports concerning social protection in Malawi, with a specific focus on the role of civil society organizations (CSOs) and any prior capacity assessments. The scope includes mapping stakeholders to identify and categorize CSOs, networks, and community-based organizations actively involved in the social protection sector at both national and subnational levels. Data collection will be conducted through key informant interviews, focus group discussions, and surveys, engaging CSO leaders, government officials, and development partners. A thorough capacity analysis will assess the strengths, identify gaps, and understand the contextual challenges impacting CSOs.
