Established in 1987, the AIDS Healthcare Foundation (AHF) is an international organization dedicated to delivering advanced medical care and advocating for over 2,900,000 patients across 50 countries. In Malawi, AHF collaborates with the Ministry of Health and Sanitation (MOHS) to enhance access to high-quality treatment for HIV/AIDS, tuberculosis (TB), and sexually transmitted infections (STIs). AHF Malawi currently provides these vital services in 38 remote health facilities across Dedza, Lilongwe, Ntcheu, Nkhotakota, Chikwawa, and Nsanje Districts, with plans for expansion into Chiradzulu and Thyolo in 2026.

Data Officer (2)

Position Summary
The Data Officer will be responsible for collecting, entering, validating, and managing client-level health data to ensure accurate, complete, and timely reporting within all AHF-supported facilities. This role is crucial for routine Monitoring and Evaluation (M&E) functions, encompassing data quality assurance, performance monitoring, and compliance with MOHS and AHF reporting standards.
The incumbent will also support the utilization of Electronic Medical Records (EMR), facilitate data analysis for informed decision-making, and work with facility and community teams to improve client tracing, retention, and linkage to care, ultimately enhancing program outcomes. The Data Officer will be based at a hub facility, providing comprehensive data management and oversight support to all AHF-supported facilities within their assigned district.
Key Responsibilities
- Coordinate the collection, validation, and prompt submission of routine program data (weekly, monthly, quarterly) in accordance with established reporting frameworks.
- Ensure data capture and integrity across EMRs, Web PPR, and Excel-based systems, adhering strictly to data governance and security protocols.
- Generate insightful M&E reports and dashboards to aid performance tracking, strategic planning, and evidence-based decisions.
- Implement robust data quality assurance mechanisms, including regular data verification, validation, and Data Quality Audits (DQAs).
- Collaborate with facility leadership and multidisciplinary teams to strengthen client tracking systems, including monitoring missed appointments, tracing defaulters, and overseeing linkage/retention efforts.
- Guarantee the standardization, availability, and optimal use of data collection and reporting tools across all supported facilities.
- Establish and maintain organized data management systems, encompassing electronic and hardcopy filing, archiving, and retrieval procedures.
- Facilitate and actively engage in facility and district-level data review meetings, offering actionable insights and reinforcing feedback loops for continuous quality improvement.
- Support program planning processes, site activation, and staff capacity building through technical mentorship on M&E systems and effective data utilization.
Qualifications and Competencies
- Advanced Diploma or higher in Information Management, Statistics, Computer Science, Public Health Informatics, or a closely related discipline.
- At least two (2) years of proven experience in data management within HIV/AIDS or other public health programs.
- Strong understanding of national HIV data systems, key indicators, and relevant reporting frameworks.
- Demonstrated commitment to ensuring data integrity, confidentiality, and adherence to data protection standards.
- Advanced proficiency in Microsoft Excel (including formulas, pivot tables, and dashboards), MS Access, and other standard Office applications.
- Practical experience with Electronic Medical Records (EMRs), DHIS2, Health Management Information Systems (HMIS), and mobile data collection platforms (e.g., ODK, KoboCollect).
- Exceptional analytical and problem-solving skills, meticulous attention to detail, and a proven ability to maintain data accuracy at 99% or higher.
- Capacity to effectively engage stakeholders and translate complex data into actionable insights for strategic decision-making.
- Proficiency in designing and interpreting data visualizations and dashboards (e.g., Power BI) to support program performance monitoring and planning.
