Position Overview
The Programme Manager will provide strategic and operational leadership in implementing BEAM’s national programmes, ensuring projects are impact-driven, evidence-based, and delivered on time and within budget.
Key Responsibilities
- Strategic Leadership & Coordination
- Translate strategy into annual plans, budgets, and implementation roadmaps
- Ensure integration across sanitation, hygiene, and health programmes
- Align BEAM activities with national and local priorities
- Project Cycle Management
- Oversee full project lifecycle (planning → implementation → evaluation)
- Ensure quality in WASH infrastructure, campaigns, and enterprise projects
- Manage risks and develop mitigation strategies
- Document best practices for policy influence
- Monitoring, Evaluation & Learning (MEAL)
- Oversee data collection and KPI tracking
- Produce quarterly and annual reports for stakeholders and donors
- Ensure inclusion through “Leave No One Behind” approach
- Lead programme reviews and learning sessions
- Team Leadership & Capacity Building
- Supervise and mentor Programme Officers
- Build a high-performing, accountable team
- Identify and address capacity gaps through training
- Resource Mobilization & Representation
- Develop proposals and secure funding
- Represent BEAM in national forums, partnerships, and advocacy platforms
Qualifications & Experience
Education:
- Master’s Degree in Project Management, Social Sciences, or related field
- Postgraduate qualification in WASH or Environmental Health
Experience:
- Minimum 10 years in managing development programmes (WASH, health, or community development)
- Experience working with government and local authorities
- Background in infrastructure or health system strengthening projects
- Experience in urban development contexts
Skills & Knowledge
- Strong project cycle & results-based management skills
- Budgeting, financial management & donor reporting expertise
- Strategic planning and leadership ability
- Excellent stakeholder engagement & negotiation skills
- Proficiency in MS Office
- Knowledge of Malawi’s governance systems & WASH/health policies
- Familiarity with SDG 3, SDG 6, and Malawi 2063
