This consultancy will play a vital role in strengthening financial accountability. Responsibilities include ensuring accurate disbursements, meticulously tracking expenditures against approved project budgets, and maintaining compliance with donor regulations, GAAP standards, and Malawi Finance Regulations. By preparing financial reports, conducting analyses, and supporting strategic decision-making, the consultant's work will enhance transparency and accountability across the Achieve Project.

Furthermore, the consultant will contribute to operational efficiency by coordinating logistics for project activities, managing procurement processes, and maintaining thorough financial documentation. Through close collaboration with the Senior Finance Manager and country program teams, the consultant will help streamline workflows, safeguard resources, and provide crucial financial insights necessary to sustain high-quality community health interventions in Balaka and Thyolo.

This position is based in Lilongwe, Malawi, and is open to Malawian nationals.

Project Description

In partnership with Pact and the Ministry of Health, Last Mile Health (LMH) is preparing to implement the forthcoming Adolescents and Children HIV Incidence Reduction, Empowerment, and Virus Elimination (ACHIEVE) Project in Malawi. Within the framework of ACHIEVE, LMH will concentrate on strengthening maternal and child health systems by improving the skills and capabilities of community health workers (CHWs), supervisors, and district officials. This initiative centers on upgrading and deploying the integrated Community Health Information System (iCHIS), alongside enhancing the skills and supervision of CHWs in Community-Based Maternal and Newborn Care (CBMNC) across the districts of Balaka and Thyolo. Working alongside the Ministry of Health’s Digital Health Division, Community Health, and Reproductive Health Directorate, LMH will empower CHWs to provide timely care to pregnant women, track patients, identify critical danger signs requiring referral, and ensure appropriate follow-up.

Through ACHIEVE’s Objective 3, which focuses on Strengthening Health Systems For Sustainability And Transition To Government Of Malawi Ownership, LMH is actively advancing three strategic priorities:

• Enhancing iCHIS functionality and developing a costed strategy for integration with the Malawi Healthcare Information System (MAHIS).
• Building the capacity of over 1,000 CHWs in Balaka and Thyolo to deliver high-quality services utilizing iCHIS and CBMNC.
• Developing a sustainable financial model for the m-mama maternal emergency transportation system.

Collectively, these efforts are designed to improve service delivery at the district level, strengthen emergency referral systems, and ensure the long-term financial and operational sustainability of maternal and child health services in Malawi.

Consultancy Details

• Estimated start date: June 2026
• Commitment: Up to 35 hours per week
• Estimated Fees Amount: $2,200 - $2,500 per month
• Location: Lilongwe, Malawi

Scope of Work

The Finance and Operations Consultant (Achieve Project) will partner closely with the Senior Finance Manager and Country Programs team to support the finance and operations processes for the project.

What You’ll Do

Accounting and Reporting (50%)

• Collaborate with team members to manage disbursements, ensuring proper verification and review of all LMH financial forms, invoices, receipts, and payments for accuracy.
• Monitor project expenditures to ensure they align with approved budgets.
• Manage activity advance accounts, ensuring timely and accurate liquidation of funds.
• Support the preparation of financial reports for donors.

Financial Analysis (20%)

• Conduct financial analyses to inform strategic decision-making and drive operational improvements for the Achieve Project.
• Prepare financial summaries for the Achieve Project.
• Work with program teams to ensure adherence to financial planning requirements for the Achieve Project.

Compliance (15%)

• Assist the Malawi Program team in ensuring adherence to LMH Finance Policy and compliance with International Generally Accepted Accounting Principles (GAAP), US federal regulations, and Malawi Finance Regulations.
• Ensure compliance with donor rules, regulations, and reporting standards specific to the Achieve Project.

Document Management (5%)

• Maintain accurate financial records for all payments and receipts.
• Ensure documents are filed sequentially for easy access, future reference, and are stored securely.
• Keep scanned copies of all financial documents and upload them to the Google Share Drive.

Operations (10%)

• Coordinate logistics for Achieve project activities, including travel, workshops, and equipment.
• Support the preparation of purchase requests, bid evaluations, and contracts.

What You’ll Bring

• A Bachelor’s degree in a relevant field, such as Accounting and Finance, and be studying towards ACCA/CIMA.
• Experience in payment processing, cash management, bank payments, taxes, and internal controls.
• Relevant experience in accounting and financial management within International Non-Governmental Organizations (INGOs).
• Willingness and ability to travel to program implementation areas to provide field support as needed.

You’ll Impress Us If

• You possess demonstrated knowledge and experience with NetSuite Financial Management software.
• You have progressive experience managing finances for donor-funded projects.
• You are capable of supporting project communications across various stakeholders.
