The National Oil Company of Malawi (NOCMA), a wholly owned entity of the Government of Malawi, was established on 10 December 2010 under the Companies Act of 1984. Commencing operations in 2012, NOCMA's foundational objective is to guarantee Malawi's fuel supply security.

NOCMA holds the vital responsibility of importing petroleum products and acts as the Government's designated agent for managing the nation's Strategic Fuel Reserves (SFRs). These reserves are strategically located in Blantyre, Lilongwe, and Mzuzu, complemented by additional depots in Chilumba, Chipoka, and Mchinji.

Over its fourteen-year history, NOCMA has substantially expanded its national strategic importance. Its share of the fuel importation market surged from ten percent (10%) in 2015 to an average of seventy-seven percent (77%) by the 2025/2026 financial year. This significant growth is underscored by enhanced institutional capacity and strategic investments aimed at boosting operational efficiency and effectiveness.

RESEARCH AND DEVELOPMENT MANAGER (NOC04) – CODE: RDM2026 – TENABLE AT HEAD OFFICE IN LILONGWE

PURPOSE

The Research and Development Manager will spearhead and supervise all research and innovation efforts. This role is crucial for driving technological advancements and process enhancements, ultimately boosting NOCMA’s competitiveness, sustainability, and overall performance within the oil and gas industry.

KEY DUTIES AND RESPONSIBILITIES

  1. Formulate, coordinate, and execute strategic policies, systems, and programmes across upstream, midstream, and downstream operations.
  2. Lead critical research and innovation initiatives designed to advance technological solutions, improve operational efficiency, and optimize processes.
  3. Conduct thorough analyses of the economic, environmental, and operational impact stemming from oil and gas activities on NOCMA and the broader national economy.
  4. Establish and nurture strategic partnerships with government bodies, industry stakeholders, research institutions, and international experts.
  5. Oversee the negotiation, drafting, and comprehensive management of contracts, Memoranda of Understanding (MOUs), and various agreements related to R&D and technology deployment.
  6. Carry out extensive market, technological, and industry research to identify emerging trends, potential opportunities, and inherent risks within the oil and gas sector.
  7. Champion the adoption of innovative solutions, cutting-edge digital technologies, and sustainable practices throughout NOCMA’s operations.
  8. Support initiatives focused on capacity building, knowledge transfer, and training to strengthen internal R&D capabilities effectively.
  9. Ensure all Research and Development activities strictly adhere to national regulations, international standards, and rigorous environmental, health, and safety requirements.
  10. Contribute meaningfully to the strategic development and long-term sustainability of Malawi’s oil and gas industry, in alignment with national energy policies.

REPORTING LINE AND SUPERVISORY RESPONSIBILITY

Reporting directly to the Director of Corporate Services, this position does not carry supervisory responsibilities.

  6. Communication and Reporting – Skill in preparing and presenting clear, professional reports and recommendations that inform strategic decision-making.
  7. Regulatory, Compliance, and Sustainability Awareness – Ensures all activities comply with legal, safety, and environmental standards while actively promoting sustainable practices.

QUALIFICATIONS AND EXPERIENCE

  1. A Bachelor’s degree in Petroleum Studies (Oil and Gas), Petroleum Engineering, Chemical Engineering, Energy Studies, or a related field from an accredited institution. A Master’s degree in a relevant field will be considered an added advantage.
  2. Professional certifications in Research & Development, Project Management (PMP), or Innovation Management are highly desirable.
  3. At least five (5) years of full and current membership with a relevant professional body.
  4. A minimum of eight (8) years’ cumulative work experience, with at least five (5) of those years spent in a comparable role.
