Compliance Officer - World Relief Malawi
World Relief, an international Christian non-governmental organization focused on health, economic development, disaster response, and refugee resettlement, is seeking a dedicated Compliance Officer to join its Malawi team. World Relief's mission is to address global crises in collaboration with the church.
This role, based in Lilongwe, reports to the Country Director and is offered on a four-month contract.
POSITION SUMMARY:
The Compliance Officer will be responsible for evaluating and monitoring internal and external risks within World Relief Malawi, ensuring adherence to organizational policies and statutory regulations. This individual will assess the effectiveness of governance, risk management, and control systems, and act as a primary liaison for external audits and regulatory bodies. A key responsibility will be the management and prevention of fraud.
KEY AREAS OF ACCOUNTABILITY:
Audit Management:
- Maintain robust internal controls and ensure policy compliance.
- Assess systems, authorization levels, and staff responsibilities.
- Conduct audits and spot checks, providing reports with actionable recommendations.
- Propose enhancements to policies, procedures, and risk management strategies.
- Deliver regular audit reports to senior management.
Fraud Awareness & Investigation:
- Train staff on fraud reporting protocols and prevention techniques.
- Facilitate workshops on risk mitigation and fraud awareness.
- Investigate potential fraud or negligence in coordination with senior management.
- Communicate fraud risks and control deficiencies to leadership.
Compliance Management:
- Assist managers in upholding operational policies and standards.
- Ensure understanding and application of internal control mechanisms.
Risk Management:
- Foster a risk-aware culture in all decision-making processes.
- Collaborate with the MEAL Manager on developing and updating risk management plans.
- Proactively identify, mitigate, and monitor risks on an ongoing basis.
- Provide quarterly updates and develop annual risk-based work plans.
- Develop tools for categorizing fraud and risks within programs.
MINIMUM QUALIFICATIONS:
- Bachelor’s Degree in Finance, Accounting, Business Administration, or Public Administration.
- Professional certification such as Certified Public Accountant (CPA) or Association of Chartered Certified Accountants (ACCA).
EXPERIENCE AND SKILLS:
- At least 5 years of experience in a similar role, including 3 years at an audit level within a busy non-governmental organization or an international commercial/public sector organization.
- Significant experience and knowledge of effective financial and budget management.
- Proven ability to evaluate systems and processes, identify weaknesses, and recommend improvements.
- Experience in fraud prevention, awareness training, and case investigation.
- Proficiency in computer applications, particularly MS Word, Excel, and PowerPoint, with experience working with complex financial systems.
