The Malawi Institute of Education (MIE), a semi-subvented government parastatal established in 1979, is dedicated to shaping Malawi's educational landscape. Our mandate includes curriculum design and development, educational research, monitoring national school and primary teacher education curricula, and providing professional development for educators. We also develop and evaluate curriculum materials to ensure they meet the evolving needs of Malawian society.

To support our mission, MIE is seeking applications from qualified Malawian nationals for the following positions, based at our Domasi campus in Zomba District:

Job Title: Procurement Officer

Grade: M6

Reports to: Director of Corporate Services

Supervises: Assistant Procurement Officer

Position Overview

This role is responsible for procuring goods, works, and services in strict adherence to Malawi's public procurement laws and MIE's internal policies.

Key Responsibilities

1. Develop, implement, monitor, and review procurement policies, plans, and procedures.
2. Ensure full compliance with all applicable procurement regulations and guidelines.
3. Collaborate with requisitioning units to define precise product and service specifications.
4. Prepare requests for quotations and comprehensive bid documentation.
5. Manage the process of bid closing, opening, and evaluation.
6. Administer and monitor procurement contracts effectively.
7. Serve as the Secretary for the Internal Procurement and Disposal Committee (IPDC).
8. Prepare and present regular reports to Management.
9. Allocate tasks, appraise staff performance, and manage sectional budgets.

Qualifications and Requirements

• A Bachelor’s Degree in Procurement and Supply Chain Management, coupled with a minimum of three (3) years of relevant professional experience.
• Active registration with the Malawi Institute of Procurement and Supply (MIPS).
• Proficiency in using the Malawi National Electronic Procurement System (MANEPS).
• Demonstrated expertise in contract management and documentation.
• Exceptional report-writing abilities.
• Familiarity with the Public Procurement and Disposal of Assets (PPDA) Act 2021.
• Proven track record in tendering and bidding processes.
• Strong proficiency in ICT skills.
• Membership with the Malawi Institute of Procurement and Supply (MIPS) is mandatory.
