The Multi-Donor Action “Strengthening Public Financial and Economic Management (PFEM) – Tikuze Malawi” is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ, German Agency for International Development Cooperation) on behalf of the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ). The overall objective of the Action is to improve Malawi’s economic governance and the accountability of public resources. Its specific objective is to enhance the efficiency of anti-corruption and anti-fraud systems in Malawi.
Over its four-year implementation period (May 2024 – December 2027), the Joint Action blends the support to key public financial management (PFM) reforms with the support to key anti-corruption and anti-fraud institutions. It operates across five distinct results areas: (1) Domestic Resource Mobilization, (2) Budget Execution / Expenditure Management, (3) Control and Oversight of Public Resources, (4) Investigation and Prosecution of Corruption, and (5) Asset Forfeiture Process. The Joint Action applies several cross-cutting approaches, including digitalisation, inter-institutional cooperation, collaboration with civil society, change management, strategic communication, and gender mainstreaming.
As part of the third results area, the PFEM project supports the Government of Malawi in strengthening public financial management, accountability, and oversight institutions, with the aim of improving transparency, service delivery, and corruption prevention. In this regard, PFEM places increased emphasis on external and internal financial control, including support to audit institutions, parliamentary oversight, and selected accountability actors.
Within this framework, PFEM is recruiting a Technical Advisor on External and Internal Financial Control to provide technical and implementation-oriented advisory support to key public institutions —most notably the Department of Internal Audit (DIA) under the Ministry of Finance, where the advisor will be primarily assigned, and the National Audit Office (NAO)— and to contribute to coordinated engagement with other accountability and integrity actors where relevant.
The Technical Advisor is responsible for a defined area of technical expertise within the PFEM project (External and Internal Financial Control) and for contributing to the effective implementation of project measures and activities. The Technical Advisor provides strategic and technical advisory services to strengthen internal and external financial control systems within public sector institutions, while contributing to improved capacities of external oversight and accountability institutions and mechanisms in Malawi.
The position holder provides high-quality technical advice within his/her thematic area, contributes to the conceptual development and, where relevant, adjustment of project approaches, and supports the achievement of project objectives in close cooperation with project partners and stakeholders.
In coordination with the PFEM project’s Team Leader and line manager, the Technical Advisor ensures effective organisation and follow-up of responsibilities within his/her remit and contributes to knowledge management and internal learning processes.
