NTU International A/S is spearheading a vital consortium for the execution of the EU-funded Higher Education System Strengthening Project II – Somalia. We are actively seeking qualified experts to join our core implementation team.
The primary objective of this initiative is to enhance the capacity of Somalia's higher education system, fostering improved coordination, effective regulation, and sustainable development of interventions.
Work Location: Mogadishu, Somalia.
Project Duration: The project is slated to commence on 1st October 2026, with an implementation period of 36 months from the start date.
Key Expert: Education Specialist - Team Leader
Minimum Qualifications and Skills:
- A Master's degree in Education, Public Policy, or a closely related discipline is required.
- Alternatively, candidates holding a Bachelor's degree and possessing at least 12 years of pertinent professional experience may be considered.
- Exceptional project management capabilities, demonstrated through a proven ability to:
- Lead large-scale, multi-stakeholder programs with budgets exceeding €1 million.
- Develop and oversee results-based implementation plans, comprehensive risk assessments, and adaptive management strategies.
- Produce high-calibre reports tailored for donors, governmental bodies, and technical specialists.
- Fluency in written and spoken English; proficiency in Somali will be considered a significant advantage.
- Advanced computer literacy, including mastery of MS Office suite, project management software (e.g., MS Project), and data visualization tools.
General Professional Experience:
- A minimum of 7 years of experience in the design, implementation, or evaluation of development programs, including:
- Direct engagement with government entities (such as ministries of education or national higher education councils) on policy dialogue and institutional reform initiatives.
- Experience collaborating with international development partners (e.g., UNICEF, World Bank, EU, or bilateral donors) on higher education projects.
- A demonstrable history of managing complex, multi-faceted projects within fragile or post-conflict environments.
Specific Professional Experience:
- At least 10 years of practical experience in executing National Higher Education policies, implementing information management systems, and establishing effective coordination mechanisms within the higher education sector.
- Proven experience working within federal or decentralized governance structures, specifically in:
- Developing coordination frameworks between national and regional authorities.
- Facilitating the harmonization of standards across diverse institutional settings.
- A solid understanding of international Quality Assurance and accreditation standards.
- A minimum of two years of experience working in the Horn of Africa, Eastern Africa, or other post-conflict regions is advantageous.
