Senior PPP / Blended Finance Expert
NTU International is assembling a proposal for the EU-commissioned project, "Technical Assistance to ECOWAS in Transport Governance." This initiative is designed to enhance sustainable, intelligent, resilient, and secure mobility systems throughout West Africa's ECOWAS region. The project will empower ECOWAS institutions, member states, and regional stakeholders to improve transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity.
This technical assistance will specifically support the ECOWAS Commission, focusing on the Directorate of Transport and the Project Preparation and Development Unit (PPDU). The goal is to bolster the financial and institutional capabilities necessary for developing bankable transport infrastructure projects and attracting public and private investment for regional corridor development.
NTU International is actively seeking a Senior PPP / Blended Finance Expert to contribute to infrastructure financing, PPP structuring, blended finance strategies, and investment mobilization for regional transport infrastructure projects across the ECOWAS region.
Key Responsibilities
- Aid in the structuring and financing of regional transport infrastructure and corridor investment projects.
- Provide expert guidance on Public-Private Partnerships (PPPs), blended finance instruments, and infrastructure investment models.
- Conduct comprehensive financial, economic, and commercial analyses for transport infrastructure projects.
- Assist in preparing investment proposals that meet bankability standards and developing financing strategies for IFIs, development partners, and private investors.
- Advise ECOWAS institutions and national stakeholders on infrastructure finance best practices, risk allocation, and private sector engagement.
- Support the identification and mobilization of climate finance and sustainable infrastructure funding avenues.
- Contribute to the development and review of financial models, PPP structures, and investment frameworks.
- Facilitate dialogue and coordination with development finance institutions, donors, investors, and private sector entities.
- Deliver technical assistance, conduct workshops, and implement capacity-building programs focused on PPPs, blended finance, and project finance.
- Contribute to monitoring, reporting, and analytical work related to infrastructure financing and investment mobilization.
Education
- Master’s degree in economics, finance, business administration, infrastructure finance, public policy, or a closely related discipline.
General Professional Experience
- A minimum of 10 years of professional experience in infrastructure finance, PPP advisory, investment structuring, or blended finance.
- Demonstrated experience working on infrastructure or transport sector projects in developing nations, with a preference for Sub-Saharan Africa.
- Experience within international development cooperation and donor-funded programs.
Specific Professional Experience
- A minimum of 7 years of experience in PPPs, project finance, blended finance, or infrastructure investment advisory services.
- Proven track record in preparing bankable infrastructure projects and developing investment strategies.
- Experience collaborating with IFIs and development finance institutions such as the EU, World Bank, AfDB, EIB, IFC, or similar bodies.
- Prior experience with transport infrastructure, logistics, corridor development, or regional connectivity projects is advantageous.
- Proficiency in financial modeling, risk assessment, and investment appraisal techniques.
- Experience supporting climate finance, sustainable infrastructure finance, or green investment initiatives is a significant asset.
- Experience working with governmental bodies, regional organizations, or private sector investors is beneficial.
Languages
- Fluency in English or French (C1 level mandatory).
- Working knowledge of the other language is considered an asset.
