Organizational Setting

The Food and Agriculture Organization (FAO) operates as a specialized agency of the United Nations, spearheading global initiatives to eradicate hunger. Its core mission is to establish universal food security, guaranteeing consistent access to sufficient, nutritious food for everyone to maintain active and healthy lifestyles. Comprising 195 Members (194 nations and the European Union), FAO's operations span more than 130 countries globally.

Operating under central corporate directives and adhering to its Strategic Framework, FAO Country Offices deliver crucial policy advice and support within their mandated sectors. This is achieved through strategic partnerships, robust resource management, and dynamic country programs designed to offer technical assistance, build local capacities, and provide essential services. These efforts strictly uphold international accountability standards to solidify FAO's leadership and amplify its impact at the national level.

Country offices are responsible for implementing programmatic priorities, as defined by their Country Programming Frameworks (CPFs), which are aligned with the UN Sustainable Development Cooperation Framework (UNSDCF). They also ensure efficient and effective operations, supported by appropriate human and financial resources.

Specifically, FAO Country Offices:

• Advocate for, inform, and support policies and investments aligned with FAO's mandate.
• Provide technical assistance and deliver essential services.
• Facilitate and catalyze partnerships and resource mobilization initiatives to drive agrifood systems transformation.
• Establish FAO as the authoritative technical agency in food, agriculture, and agrifood systems transformation.
• Ensure operations and management are risk-aware and fully accountable.

Notably, the recently launched Green Climate Fund (GCF) project, 'Ecosystem-based Adaptation for Resilient Watersheds and Communities in Malawi (EbAM),' holds a budget of USD 53.2 million. This initiative is designed to bolster climate resilience in vulnerable watersheds and communities by strengthening ecosystem resilience, stabilizing agricultural productivity and farmer incomes, and fostering a supportive operational environment.

Furthermore, the Government of Norway recently approved funding of 40 million NOK for the 'Monitoring, Evaluation and Learning (MEL) Framework for Ecosystem-based Adaptation (EbA) in Forests and Agriculture (MELBA Malawi)' project. This project will establish a national MEL framework for EbA, providing vital data for climate change adaptation planning and reporting against both national and international obligations.

This position is based at the FAO Representation office in Lilongwe, Malawi.

Reporting Lines

The Operations Officer reports directly to the FAO Representative.

Technical Focus

This role involves leading and coordinating operational support across FAO's field programmes, encompassing emergency, rehabilitation, and development projects at national, regional, and global levels.

Key Functions

• Serve as the primary contact for all project operational concerns, managing daily operational activities for field programmes (including national, regional, and global emergency, rehabilitation, and development projects), and resolving issues that arise during implementation in consultation with supervisors.
• Prepare for Project Task Force meetings and offer comprehensive secretariat support.
• Ensure the prompt delivery of project inputs, such as personnel, technical support, sub-contracts, training, equipment, and supplies, either directly by FAO or through contractors, coordinating with other support units as needed.
• Contribute to the development of project work plans, monitor implementation progress, and pinpoint corrective actions to address operational challenges.
• Review and monitor project budgets, prepare necessary requests and revisions, track budget expenditures and resources, and examine transaction listings to identify any accounting discrepancies against budget lines.
• Generate and submit Project Implementation Reports and all other reports mandated by the Organization.
• Guarantee the completeness and quality of data and documentation within FAO's corporate systems, such as GRMS (Global Resource Management System) and FPMIS (Field Programme Management Information System), for all assigned operational field projects and activities.
• Produce analytical reports on project performance as needed.
• Coordinate activities related to the completion of field projects, ensuring timely and thorough reporting, and identifying necessary project follow-up actions.
• Assist in drafting project proposals in line with FAO's procedures, and prepare project documents for technical clearance and final approval under various funding agreements.
• Undertake any other assigned duties as required.
