Position Overview: ACHIEVE Malawi Activity

Pact is implementing a key initiative in Malawi as part of the global ACHIEVE project, funded by the U.S. Department of State. This activity focuses on achieving and sustaining HIV/AIDS epidemic control among pregnant and breastfeeding women, infants, children, and adolescents, while also improving integrated maternal, newborn, and child health and nutrition services. The project is active in Zomba, Thyolo, Karonga, and Balaka districts, with some national-level engagement. In collaboration with the Ministry of Health, ACHIEVE supports the provision of integrated, high-quality, life-saving services at community and facility levels, strengthens the integration of HIV services within antenatal care, and enhances subnational health management teams' capacity to plan, manage, monitor, and evaluate their health programs.

Position Summary: Finance and Operations Director

Reporting to the Project Director, the Finance and Operations Director will provide leadership and oversight for all finance, operations, and procurement functions for the ACHIEVE Malawi activity. This role is crucial in ensuring the effective delivery of integrated MNCH and HIV/AIDS services in the target districts.

Start Date: Approximately August 1, 2026

Location: Lilongwe

Key Responsibilities

• Ensure the comprehensive operational compliance of the ACHIEVE Malawi activity, overseeing procurement, finance, agreements, operations, safety, security, and compliance functions.


• Secure necessary approvals and ensure all expenditures comply with donor regulations, award-specific terms, and Pact policies.


• Implement robust fraud mitigation strategies and ensure effective systems and processes are in place to support award implementation.


• In collaboration with Pact DC departments, develop, maintain, and revise policies and procedures to optimize the financial and compliance program, promoting cost efficiency and adherence to all regulations.


• Manage project finances, including proper documentation and reporting, and provide direction for project funds.


• Oversee the entire procurement process for various actions.


• In coordination with Pact DC, manage project budgets, conduct quarterly forecasting, track spending, and prepare financial reports and notifications for submission to USG donors.


• Develop, implement, and adapt the project's safety and security strategy and protocols, serving as the primary contact for security-related matters.


• Mentor and supervise finance, operations, and other assigned staff.


• Adhere to all company policies and procedures, including timely completion of compliance training.


• Perform other duties as assigned.

Basic Requirements

• Master’s degree in Business Administration, Finance, Accounting, or a related field.


• A minimum of 12 years of experience in international development, specifically managing finance, procurement, security, and logistics for USG-funded projects.


• At least 6 years of experience in financial compliance and progressive supervisory experience, directly managing administrative, finance, or operations staff.


• In-depth knowledge of U.S. government regulations, particularly concerning financial, contractual, and compliance matters.

Additional Qualifications

• Willingness and ability to travel within Malawi.
