Africa's population is experiencing rapid growth, with young individuals making up an increasing proportion of the workforce. However, job creation has not kept pace, resulting in millions—particularly young women—lacking access to stable, dignified livelihoods. This challenge is exacerbated by barriers such as limited education, prevailing social norms, and unpaid care responsibilities.
Simultaneously, Africa's health sector is expanding, presenting a significant opportunity to forge sustainable livelihood pathways. This program is dedicated to elevating community-based health work into respected, viable career paths for young people, especially women. POSITION SUMMARY
As the Digital Health Technical Specialist, you will be instrumental in the successful deployment and integration of digital learning solutions within our Community Health Worker workforce development program. This pivotal role bridges technology, human resources, and organizational systems, ensuring that innovative e-learning platforms lead to tangible employment outcomes and reinforce sustainable health system strengthening.
Key Responsibilities
E-Learning Programme Delivery & Management
- Oversee the country-specific planning, coordination, and implementation of the e-learning platform, ensuring it aligns with Community Health Worker (CHW) workforce development goals and governmental objectives.
- Integrate digital learning delivery seamlessly into comprehensive program workplans, coordinating training schedules, deployment objectives, and key strategic milestones.
- Track learner progress and course completion rates, verifying that the training leads to recognized qualifications and tangible workforce achievements.
- Advocate for and facilitate the progression of trained CHWs into concrete, paid employment roles and entrepreneurial ventures.
- Pinpoint and promptly escalate any obstacles hindering certification, onboarding processes, or compensation activation, ensuring their rapid resolution.
E-Learning Ecosystem & Operational Delivery
- Act as the primary technical contact for digital learning, cultivating and sustaining key partnerships with government entities, educational institutions, and regulatory authorities.
- Confirm that platform outputs comply with national standards, accreditation criteria, and established workforce frameworks, integrating quality assurance throughout the entire process.
- Orchestrate systems that connect course completion data with government Human Resources and payroll systems for smooth integration.
- Engage in structured discussions with government partners to embed digital learning practices sustainably within public health infrastructure.
Platform & Technical Oversight
- Supervise the integration of approved learning materials onto the digital platform, guaranteeing functionality, accessibility, and an excellent user experience for CHWs.
- Manage platform performance and optimize its operations, ensuring consistent reliability and encouraging broad user adoption among learners.
- Develop and structure coherent learning pathways that are logically sequenced and align with established competency development frameworks.
- Uphold stringent quality assurance standards for all content, assessments, multimedia components, and learner tracking systems.
- Champion ongoing improvements to the user experience, leveraging data analytics, learner feedback, and program insights.
- Manage relationships with vendors and service providers, confirming that contractual agreements and service level standards are consistently fulfilled.
Project Management & Risk Governance
- Formulate and oversee structured implementation plans for platform deployment, system upgrades, and scaling initiatives.
- Coordinate contributions from various teams, managing timelines, risks, and deliverables with accuracy and transparency.
- Maintain thorough risk logs and develop robust mitigation strategies, proactively tackling challenges related to adoption, performance, and system continuity.
- Deliver consistent implementation updates to the Senior Programme Manager, including clear recommendations and proposed corrective actions.
Team Leadership & Capacity Strengthening
- Offer direct supervision and performance management to E-Learning Technical Officers, promoting accountability and high performance.
- Enhance the technical capabilities of the e-learning team through structured coaching, mentorship, and constructive performance feedback.
- Foster a culture of accountability, responsiveness, and proactive problem-solving within the digital learning department.
Data, Performance & Continuous Improvement
- Analyze platform data, learner engagement metrics, and performance indicators to guide strategic program decisions.
