The Team Leader & Key Expert 1 (TVET Governance) provides strategic, technical and managerial leadership for the Technical Assistance component of the programme. The role ensures high-quality delivery aligned to the Description of Action (DoA), strengthens governance of the TVET system, and builds sustainable capacity within national institutions.
– Provide strategic direction for the Technical Assistance component aligned to programme objectives and donor requirements.
– Ensure coherence across programme components and alignment with national development priorities.
– Identify systemic governance challenges and propose evidence-based, sustainable solutions.
– Lead and inspire a multidisciplinary technical team to deliver high-quality results.
– Manage recruitment, deployment and performance of long- and short-term experts.
– Promote mentoring, coaching and structured knowledge transfer to local counterparts.
– Build strong relationships with government ministries, TVET institutions, private sector partners and development agencies.
– Facilitate inclusive stakeholder engagement and cross-sector coordination.
– Represent the programme in high-level meetings and governance forums.
– Ensure efficient deployment of technical resources through a structured Technical Assistance Provision Plan.
– Monitor risks, performance and resource utilisation to ensure value and impact.
– Lead planning, implementation, quality assurance and reporting of all technical activities.
– Ensure timely delivery of outputs in line with approved workplans and logical framework.
– Oversee reporting to donor and governance bodies (monthly, quarterly, annual and final).
– Provide advisory support on TVET governance, policy development and financing frameworks.
– Strengthen coordination mechanisms at national and sub-national levels.
– Develop and pilot Public–Private Partnership (PPP) models to enhance system relevance.
– Develop policy guidelines, tools, templates and communication materials.
– Extensive experience in TVET reform, governance and system strengthening.
– Significant leadership experience in donor-funded programmes (preferably EU-funded).
– Demonstrated experience in stakeholder management at ministerial and institutional levels.
– Proven ability to deliver results while building sustainable institutional capacity.
– Strategic frameworks, workplans and governance models.
– Technical analyses, advisory notes and policy documents.
– Monitoring and progress reports (monthly, quarterly, annual and final).
– Risk management updates and knowledge products.
