Consultant for Enterprise Survey on Constraints to Export Growth in Malawi

Context:

Malawi's agricultural advancement hinges on a supportive policy landscape that propels private sector export expansion. To advance this objective, the International Food Policy Research Institute (IFPRI) is undertaking an in-depth analysis of significant hurdles confronting agribusiness export enterprises in Malawi. This study aims to pinpoint the economic, regulatory, and operational elements that influence firms' investment choices, strategic planning, and international market competitiveness. The ultimate goal is to furnish the Malawian Government with actionable recommendations for priority interventions, thereby enhancing support for private sector exporters and bolstering the nation's export performance.

Consequently, IFPRI is actively seeking a skilled consultant to collaborate with its research team. This role involves piloting and executing structured interviews with approximately 20-30 Malawian agribusiness export companies, interpreting the gathered data, and effectively communicating findings to senior decision-makers.

Key Responsibilities:

• Survey Design and Instrument Refinement: Enhance the current draft questionnaire and oversee its pilot testing.
• Expert Consultation and Input: Identify pertinent national and international experts, and orchestrate technical consultations to gather essential insights for survey development.
• Sampling and Fieldwork Management: Partner with the IFPRI team to compile a suitable list of enterprises for sampling, aligning with study objectives.
• Conducting Interviews: Organize and supervise fieldwork, including scheduling and performing face-to-face and virtual interviews with selected enterprises.
• Data Integrity and Documentation: Guarantee the accurate capture, digitization, cleaning, and preparation of all data for analysis. Produce a foundational document detailing the survey design, sampling approach, data collection methods, and any identified limitations.
• Analytical Contributions: Document crucial insights derived from the survey concerning the primary research questions on export challenges.
• Stakeholder Engagement: Identify and collaborate with potential research and implementation partners, such as the Malawi Confederation of Chambers of Commerce and Industry (MCCCI) or similar bodies, to facilitate results validation.

Essential Consultant Qualifications:

• A Master's degree in Economics, Public Administration, Public Finance, Development Policy, or Agricultural Policy, coupled with a minimum of 15 years of professional experience in these domains.
• Proven ability to conduct semi-structured interviews effectively.
• Comprehensive understanding of Malawi's agricultural and economic policies.
• Established relationships and demonstrated expertise in engaging with Malawi's private sector community.
• Exceptional communication and interpersonal skills, including proficiency in high-level engagements with policymakers.

Desirable Consultant Qualifications:

• Supplementary experience in public sector policymaking within Malawi.
• Expertise in producing academic research papers focused on development or agricultural policy.
