Senior Climate-Resilient Infrastructure Expert

NTU International is in the process of preparing a proposal for the EU-funded project titled “Technical Assistance to ECOWAS in Transport Governance.” The primary aim of this project is to bolster sustainable, intelligent, resilient, and safe mobility systems across the ECOWAS region in West Africa. The initiative will offer support to ECOWAS institutions, Member States, and regional stakeholders in enhancing transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity.

The technical assistance provided will focus on integrating climate resilience and climate-proofing methodologies into the planning of transport infrastructure, corridor development, road asset management, and regional transport governance frameworks throughout West Africa.

NTU International is seeking a Senior Climate-Resilient Infrastructure Expert to support the advancement of climate adaptation, resilience mainstreaming, and sustainable infrastructure planning for regional transport systems within the ECOWAS region.

Key Responsibilities

• Assist in embedding climate resilience and climate adaptation measures into transport infrastructure projects and corridor initiatives.
• Provide expert technical guidance on methodologies for climate-proofing, disaster risk reduction, and the design of resilient infrastructure.
• Conduct assessments of climate vulnerability, resilience analyses, and climate risk screenings for transport infrastructure projects.
• Support the development of standards, technical guidelines, and operational frameworks for climate-resilient infrastructure.
• Advise ECOWAS institutions and Member States on planning for resilient transport infrastructure and climate adaptation strategies.
• Contribute to the integration of environmental sustainability, social inclusion, and resilience principles into infrastructure projects.
• Support the preparation of technical studies, resilience assessments, policy recommendations, and climate adaptation strategies.
• Collaborate with transport authorities, environmental agencies, development partners, and regional stakeholders.
• Deliver workshops, provide technical training, and conduct capacity-building sessions related to climate-resilient infrastructure and adaptation planning.
• Contribute to monitoring, reporting, and analytical outputs concerning resilience and climate adaptation initiatives.

Education

• A Master’s degree in Civil Engineering, Climate Change, Environmental Engineering, Infrastructure Resilience, Disaster Risk Management, or a relevant field is required.

General Professional Experience

• A minimum of 10 years of professional experience in climate resilience, infrastructure adaptation, transport engineering, or sustainable infrastructure development is necessary.
• Demonstrated experience working on infrastructure or transport projects within developing countries, with a strong preference for Sub-Saharan Africa.
• Experience in international development cooperation and participation in donor-funded programmes is essential.

Specific Professional Experience

• At least 7 years of experience specifically in climate-resilient infrastructure, climate adaptation, or disaster risk management within the transport or infrastructure sectors.
• Proven experience conducting climate vulnerability assessments, resilience screenings, or climate-proofing for infrastructure projects.
• Experience related to transport corridors, road infrastructure, bridge infrastructure, or regional connectivity projects will be considered an advantage.
• Experience supporting projects financed by the EU, World Bank, AfDB, EIB, Green Climate Fund, or other international financial institutions is considered a significant asset.
• Experience integrating climate resilience into infrastructure planning, asset management, or engineering standards is also considered an asset.
• Experience working with government institutions, regional organisations, or infrastructure agencies is viewed favourably.

Languages

• Proficiency in English or French (C1 level mandatory).
• A working knowledge of the other language is considered an asset.
