About Last Mile Health

Last Mile Health is dedicated to extending healthcare access to the world's most remote populations, driven by a vision where every individual, regardless of location, has a health worker within reach. We collaborate with governments to recruit, train, equip, and integrate professional community health workers into national health systems, enabling them to provide quality primary care in underserved rural areas. Established in Liberia in 2007, our work now spans Ethiopia, Liberia, Sierra Leone, and Malawi, with global offices in Accra, Ghana, and the United States. We are seeking passionate leaders to join our mission of ensuring no patient is beyond reach.

About the Malawi Program

The Malawi team actively partners with the Ministry of Health to implement the National Community Health Framework (2023-2030), specifically targeting high rates of maternal and neonatal mortality. Recognizing that 84% of Malawi's population resides in rural areas, our focus is on enhancing the skills of health workers to deliver integrated maternal and newborn care, thereby improving access to quality primary care in remote communities. Under the leadership of Dalitso Baloyi, the team champions innovation through digital tools like the integrated Community Health Information System (iCHIS) and contributes to the m-mama emergency transport system. Concurrently, we are strengthening governmental systems for sustainable financing, ensuring quality primary care reaches those living far from healthcare facilities.

The Consultancy

Last Mile Health embraces ambitious goals that foster innovation. If you possess experience in developing digital health strategies, coordinating policy, or implementing digital health systems, you may be an ideal candidate for our Technical Assistant, Digital Health position within the Malawi program.

The Technical Assistant (TA) will provide crucial support to the Ministry of Health and Sanitation in enhancing the coordination of digital health tools and refining existing digital health instruments. This role ensures these tools remain relevant and responsive to current and emerging health priorities, aligned with national health sector objectives.

This position involves dual reporting lines: to the Ministry of Health's Digital Health Division (DHD) and Last Mile Health (LMH). For daily operational matters, the TA will primarily report to the Chief Digital Health Officer within the Ministry of Health, overseeing Policy, Standards, and Monitoring & Evaluation. A secondary reporting line to the Digital Health Specialist at LMH will cover administrative aspects. The TA is required to submit monthly activity reports to LMH, facilitated by the Digital Health Specialist and certified by the Chief Digital Health Officer.

This consultancy is based in Lilongwe, Malawi, and is open to candidates who reside in and possess work authorization within Malawi.

Consultancy Details

  • Project Duration: November 2026 to March 2027

  • Commitment: Up to 36 hours per week

  • Location: Lilongwe, Malawi

Background

Last Mile Health (LMH) serves as a vital partner to the Malawi Ministry of Health and Sanitation (MoHS). LMH's overarching strategy is to empower all women and children in Malawi with informed health choices and access to high-quality, sustainable maternal and neonatal care.

The Health Sector Strategic Plan III (HSSP III) emphasizes the digitalization of the health sector, establishing frameworks and processes to bolster the governance and implementation of digital health solutions. LMH has been instrumental in supporting the Ministry's development and deployment of the integrated Community Health Information System (iCHIS), a priority system within the Health Sector Strategic Plan (2023-2030) designed to enhance community-level health service delivery.

LMH seeks to bolster these initiatives through the engagement of a Technical Assistant (TA). The TA will collaborate directly with the MoH's Digital Health Division, contributing to the strengthening of Digital Health governance by spearheading the development or updating of various strategic digital health documents, including guidelines, Standard Operating Procedures (SOPs), and Roadmaps.

Responsibilities

  • Aid in the review of the current Digital Health strategy to document lessons learned, identify operational challenges, and capture emerging technical priorities for the subsequent strategic document.

  • Assist in the review and drafting of the national Digital Health Framework, SOPs, and other oversight guidelines to ensure alignment with policy.

  • Facilitate stakeholder engagement and inter-departmental consultations to pinpoint key digital health priorities.

  • Support engagement with internal and external stakeholders through inter-departmental and inter-organizational consultations to identify, refine, and prioritize critical digital health initiatives.

  • Coordinate task forces as needed for the development of Digital Health strategic documents.

  • Promote the dissemination of the Digital Health Policy, Digital Health Framework, SOPs, and other key documents.

  • Collaborate with DHD, CHSS, and relevant partners to facilitate the iCHIS transition from CHSS to DHD.

  • Participate in and support the facilitation of quarterly Data and Digital Health Technical Working Group (TWG) meetings.

  • Undertake other related duties as assigned by the Head of the Digital Health Division or section heads.

Deliverables

The Technical Assistant is expected to produce the following:

  • Three monthly implementation plans outlining key activities to be accomplished.

  • Monthly reports detailing the TA's activities, which must be signed by the section head before submission to LMH.

Required Qualifications

  • A Bachelor’s degree in Computer Science, Public Health, Global Health, Health Informatics, Data Science, or a closely related field is mandatory; a Master’s degree is preferred.

  • Proven experience in developing Digital Health strategic documents within low- and middle-income country (LMIC) contexts.

  • Demonstrated knowledge of Health Information Systems (e.g., DHIS2, OpenMRS, CommCare, ODK, iCHIS, or comparable systems), Data governance, data sharing agreements, and privacy/security requirements.

  • Strong stakeholder management skills with a successful history of facilitating consensus-building among government ministries, technical working groups, and donor organizations.

Preferred Qualifications

  • Exceptional collaboration and communication abilities, with experience working across multidisciplinary teams and integrating stakeholder feedback.

  • Possession of relevant certifications in Information Systems or Digital Health.
