Higher Education Policy & Federal Coordination Expert

NTU International A/S is spearheading a consortium for the implementation of the EU-funded project, Higher Education System Strengthening Project II – Somalia. We are actively seeking experienced experts to bolster our core team during this crucial project phase.

The primary objective of this assignment is to enhance the capacity of Somalia's higher education system, fostering improved coordination, regulation, and the long-term sustainability of its educational initiatives.

Location: Mogadishu, Somalia.

Duration: The project is scheduled to commence on 1st October 2026, with an implementation period of 36 months from that date.

☝️ Minimum Qualifications and Skills:

• A degree in education policy, public policy, law, or a comparable social science field.


• Proficiency in analytical and facilitation techniques, coupled with a solid understanding of federal systems and intergovernmental relations.


• Excellent command of the English language; knowledge of Somali is advantageous.

☝️ Specific Professional Experience:

• A minimum of 10 years of experience in formulating, implementing, and monitoring higher education policies, ideally within federal or decentralized governmental structures.


• A proven track record of facilitating multi-stakeholder consultations and successfully building consensus across various government levels.


• Demonstrated experience in drafting legislative proposals, costed implementation plans, and monitoring frameworks.


• Familiarity with the political landscape of Somalia or the Horn of Africa region, including the dynamics of relationships between federal and regional authorities.
