This role is anchored in the existing Social Protection Programme (SPP) and works closely with the Sustainable Transformation of Food Empowering Pathways Bottom Up (STEP UP!) programme. It also integrates a new global initiative, the Modular Nutrition Actions Programme (MoNA), to support the Government of Malawi's focus on nutrition actions for vulnerable populations, aligning with the new National Social Protection Policy (2025). The primary goal is to improve the nutritional situation of women of reproductive age through integrated nutrition-sensitive social protection at district and community levels, coupled with policy advice and central-level cooperation.
Key Responsibilities
- Collaborate within a small team shared across the MoNA project, SPP, and STEP UP! initiatives.
- Support the Team Leader (Malawi-based) in general project management.
- Assist the global steering unit (Germany-based) in monitoring and communicating MoNA results.
- Support the integration of nutrition actions across social protection measures, ensuring alignment with national nutrition priorities and programme frameworks.
- Contribute to the overall project action in harmony with GIZ’s Social Protection Programme (SPP), STEP UP!, and other relevant technical cooperation interventions.
- Support the development of joint intervention strategies, particularly concerning healthy diets, gender-transformative approaches, and nutrition-sensitive social protection governance mechanisms.
- Organize the roll-out, design, coordination, and implementation of nutrition-relevant activities targeting women of reproductive age in selected districts.
- Establish and maintain linkages among key national-level stakeholders and ensure close cooperation with partners at both district and national levels.
- Manage grant agreement(s).
Specific Tasks
- Plan MoNA activities in line with national social protection policy and existing country learnings.
- Integrate nutrition awareness-raising, behavior change, and systems strengthening activities into social protection measures to improve diet quality and nutrition outcomes.
- Support the development of interventions that enhance women’s agency and decision-making concerning nutrition, food choices, and household resource use.
- Engage in networking and cooperation with relevant partners and institutions within Malawi's nutrition landscape, particularly at the national level (e.g., attending technical working groups).
- Facilitate smooth information flow among project partners, including the Government of Malawi and other stakeholders.
- Collaborate with other GIZ Technical Advisors to ensure effective information exchange, facilitate the translation of national-level activities to district-level implementation, and contribute to knowledge sharing and capacity building in social protection.
- Support Monitoring & Evaluation (M&E) by developing and implementing tools for results-based monitoring of program progress and achievements based on the global M&E framework for MoNA.
- Perform other duties and tasks as requested by management.
Qualifications
- Education: Master's/MSc degree in Nutrition, Public Health, Food Security, Nutrition Sensitive Social Protection, or a related field.
- Professional Experience:
- Minimum of seven (7) years in nutrition, food security, public health, or nutrition-sensitive social protection, with demonstrated experience integrating nutrition objectives into social protection interventions.
- At least five (5) years of professional experience providing technical advisory support to government or institutional partners, preferably at federal or national level, including engagement with policy processes, coordination mechanisms, and multi-stakeholder dialogue.
- Experience working at district level, preferably with District Councils, is an added advantage.
- Minimum of three (3) years of project management experience, including results-based planning and monitoring, coordination with partners and service providers, and support to implementation and reporting.
- Proven professional expertise in gender-transformative project design and implementation, particularly in integrating women’s empowerment and equity for improving nutrition security.
- Demonstrated experience in technical coordination, sensitization, or behavior-related interventions that support social protection and/or improved nutrition outcomes, food choices, or utilization of food systems services among women and households.
- Additional Competencies: High level of enthusiasm, strong team spirit, reliability, and willingness to work in intercultural environments. Strong ability to work independently, take initiative, and apply creative problem-solving skills, while also demonstrating effective teamwork and collaboration. Excellent communication, facilitation, and knowledge transfer skills in English and Chichewa; proficiency in German is considered an advantage.
