SENIOR MANAGEMENT POSITIONS

A. Introduction

The Tobacco Commission (TC) is a statutory body responsible for regulating, supervising, and promoting the Malawian tobacco industry, a sector vital to the nation's economy as its largest export earner. In pursuit of enhanced operational efficiency, robust regulatory oversight, and improved service delivery across the tobacco value chain, the Commission is filling two key directorships. These positions, Director of Technical Services and Director of Human Resources and Administration, are open due to retirement and internal advancement.

These appointments are crucial for leadership continuity, effective mandate execution, and alignment with evolving industry dynamics and government parastatal reforms. The TC seeks highly motivated, experienced, and results-oriented professionals committed to driving efficiency, innovation, and good corporate governance. Applications are invited from dynamic individuals of high integrity to fill the following senior management positions at the Tobacco Commission Headquarters:

DIRECTOR OF TECHNICAL SERVICES – GRADE TC 2

DIRECTOR OF HUMAN RESOURCES AND ADMINISTRATION – GRADE TC 2

Both roles report directly to the Chief Executive Officer and offer a competitive, negotiable performance-related contract of three (3) years, including attractive salary and gratuity benefits commensurate with the seniority and candidate qualifications.

POSITION 1: DIRECTOR OF TECHNICAL SERVICES

Job Function:

To ensure the effective and efficient management of the Commission’s technical and operational functions, providing leadership for the Department of Technical Services.

Key Responsibilities (include, but are not limited to):

• Provide strategic leadership and direction to the Technical Services Department.
• Oversee the registration and licensing of all stakeholders, including tobacco growers, sellers, buyers, exporters, auction floor operators, and commercial graders.
• Coordinate the timely generation of tobacco crop estimates and review minimum prices.
• Develop and implement regulations for growers, transporters, and graders.
• Foster international and regional cooperation through initiatives like the T-5 countries and collaborative agreements on illicit trade.
• Supervise tobacco classification, manage arbitration between sellers and buyers, and conduct inspections of packed export tobacco.
• Collect, compile, and disseminate comprehensive tobacco statistics, preparing detailed reports.
• Establish performance goals, monitor progress, and evaluate the performance of departmental staff.
• Ensure strong collaborative relationships with all entities within the tobacco industry.

Qualifications:

• A Bachelor’s Degree in Agriculture, Agricultural Economics, or Economics (Social Science) from accredited academic institutions.
• A Master’s Degree in Agriculture and Economics from accredited academic institutions.
• A minimum of ten (10) years of professional experience in tobacco production and marketing, with at least seven (7) years in a managerial capacity within a reputable organization.

Person Specifications:

• Mature and highly diplomatic, with the ability to manage challenging situations effectively.
• Possesses in-depth knowledge of the agricultural sector, with specific expertise in the tobacco industry.
• Exceptional interpersonal and communication skills.
• Demonstrates a high level of professionalism and integrity.
• Highly computer literate, with practical knowledge of Microsoft applications.
• Strong leadership and managerial competencies.
