This consultancy involves collaborating with the Malawi team and the Ministry of Health (MoH) to execute activities for The Adolescents and Children HIV Incidence Reduction, Empowerment and Virus Elimination (ACHIEVE) Project. The focus will be on national and district levels within Malawi, aiming to enhance community-based health service delivery, particularly for expectant mothers and newborns. This will be achieved by utilizing the integrated community health information system (iCHIS) and by building the capacity and providing supervision for community health workers in two key ACHIEVE districts: Balaka and Thyolo.

The consultant will be instrumental in transforming implementation efforts into tangible outcomes. This includes assisting district teams in aligning plans with community needs, fostering collaboration among partners, and ensuring timely reporting and data integration via iCHIS.

This role is based in Lilongwe, Malawi, and is open to Malawian nationals. It requires up to 60% local travel.

Project Description

In collaboration with Pact and the Ministry of Health, Last Mile Health (LMH) is preparing to implement the forthcoming Adolescents and Children HIV Incidence Reduction, Empowerment, and Virus Elimination (ACHIEVE) Project in Malawi. Within the framework of ACHIEVE, LMH will concentrate on strengthening maternal and child health systems by improving the skills and capabilities of community health workers (CHWs), supervisors, and district officials. This initiative centers on upgrading and deploying the integrated Community Health Information System (iCHIS), alongside enhancing the skills and supervision of CHWs in Community-Based Maternal and Newborn Care (CBMNC) across the districts of Balaka and Thyolo. Working alongside the Ministry of Health’s Digital Health Division, Community Health, and Reproductive Health Directorate, LMH will empower CHWs to provide timely care to pregnant women, track patients, identify critical danger signs requiring referral, and ensure appropriate follow-up.

Through ACHIEVE’s Objective 3, which focuses on Strengthening Health Systems For Sustainability And Transition To Government Of Malawi Ownership, LMH is actively advancing three strategic priorities:

• Enhancing iCHIS functionality and developing a costed strategy for integration with the Malawi Healthcare Information System (MAHIS).
• Building the capacity of over 1,000 CHWs in Balaka and Thyolo to deliver high-quality services utilizing iCHIS and CBMNC.
• Developing a sustainable financial model for the m-mama maternal emergency transportation system.

Collectively, these efforts are designed to improve service delivery at the district level, strengthen emergency referral systems, and ensure the long-term financial and operational sustainability of maternal and child health services in Malawi.

Consultancy Details

Scope of Work

The two District Implementation Consultants (Achieve Project) will work closely with the Senior Manager - Program Delivery and Country Programs team to provide support for the project's financial and operational processes.

What You’ll Do

Program implementation, stakeholder coordination, reporting, and data management (70%)

• Collaborate with the Digital Health Specialist and Senior Manager - Program Delivery on the development and execution of project plans.
• Engage with District Health Management Teams to ensure their ownership of program implementation and to confirm progress aligns with planned activities.
• Partner with district-level stakeholders to identify and leverage opportunities, ensuring their active involvement and support in program implementation.
• Oversee the timely completion of field-level reporting, including compiling reports from supervision, review meetings, training sessions, and workshops.
• Liaise with the MERL Specialist on all matters concerning monitoring, evaluation, accountability, and learning, including data-related aspects.
• Represent LMH at District Executive Committees (DEC) and Health Partners meetings, providing periodic updates on LMH's key deliverables and implementation progress.
• Organize feedback sessions with the DCHC and other coordinators (IMCI and CBMNC) to review supervision findings and collaboratively develop quality improvement plans.
• Track, report, and escalate any issues encountered by iCHIS users to the district health officers or the national iCHIS support team, following the established iCHIS issue reporting procedures.
• Document program successes and best practices on a quarterly basis.
• Conduct data entry for pre- and post-tests from iCHIS and Upskill (CBMNC) training, as well as skills assessments.

Finance and Administration (30%)

• Prepare materials for meetings and workshops, such as participant registration forms and attendance sheets.
• Assist in budget preparation for meetings and training events.
• Support the program team in producing letters, documents, reports, presentations, and materials for distribution, including tasks related to Word processing, graphic design, layout, and photocopying.
• Organize and coordinate meetings, both on-site and off-site, verifying venues and arranging for refreshments.
• Manage and coordinate transportation needs for the district, for both LMH and MoH personnel as required, ensuring a comprehensive transport schedule for planned district activities is in place.
• Actively participate in and assist the technical team in drafting project budgets and work plans.

What You’ll Bring

• A Diploma in Public Health, Environmental Health, or a related discipline. Relevant qualifications in Computer Science/IT would be advantageous.
• Demonstrated experience working at the district level.
• Proven experience working with government entities.
• The ability to communicate complex and sensitive information with discretion and confidence.
