Position Overview
Pact is launching a new initiative in Malawi as part of the ACHIEVE project, a global undertaking funded by the U.S. Department of State. This Malawi-specific activity will concentrate on accelerating the triple elimination of HIV, syphilis, and hepatitis B, while simultaneously reducing maternal and child mortality within designated priority areas. This will be achieved through seamless integration with ACHIEVE/Malawi’s existing maternal, newborn, and child health and nutrition services. Key components of this activity will encompass testing and treatment for HIV, syphilis, and hepatitis B among mothers and infants; HIV self-testing; pre-exposure prophylaxis (PrEP); integration with antenatal, labor and delivery, and postnatal care services; and community-based case management for mother-baby pairs. A significant emphasis will also be placed on meticulously measuring and documenting outcomes.
The Triple Elimination Technical Lead will serve as the senior technical expert for ACHIEVE/Malawi, guiding all interventions implemented under the activity focused on the triple elimination of HIV, syphilis, and hepatitis B.
It is anticipated that this will be a six-month (maximum) position.
Key Responsibilities
- Provide expert technical leadership for the conceptualization, coordination, execution, and oversight of ACHIEVE project activities designed to accelerate the triple elimination of HIV, syphilis, and hepatitis B at both facility and community levels.
- Ensure the seamless integration of triple elimination initiatives with ACHIEVE’s ongoing Maternal, Newborn, and Child Health (MNCH) and nutrition programs, adhering to the triple elimination framework.
- Drive the operationalization of strategies to enhance commodities management, human resources for health (HRH) deployment, and health information systems pertinent to triple elimination interventions, collaborating closely with other ACHIEVE technical and monitoring/evaluation personnel.
- Oversee capacity-building activities, including training and mentoring, aimed at strengthening District Health Management Teams (DHMTs) in planning, implementing, and monitoring project triple elimination activities.
- Guarantee the consistent application of and adherence to quality of care standards throughout the implementation of the project’s triple elimination initiatives.
- Collaborate with Monitoring and Evaluation (M&E) staff to develop and execute evaluation and documentation protocols.
- Offer technical guidance, mentorship, coaching, and supportive supervision on triple elimination activities to district-level Technical Officers and District Technical Managers.
- Foster collaboration and coordination with government bodies and other crucial stakeholders to enhance the quality, coordination, and monitoring of triple elimination efforts.
- Monitor the implementation of Triple Elimination activities to ensure objectives and targets are met promptly.
- Supervise the creation of necessary technical guidance, tools, job aids, training materials, and components of project technical deliverables, such as workplans and reports.
- Utilize data to inform and improve decision-making regarding triple elimination interventions and project adjustments, particularly for elevating the quality of care.
- Represent ACHIEVE in relevant technical working groups and at planning, coordination, and performance review meetings.
- Work closely with the U.S. Department of State, government entities, implementing partners, and other relevant stakeholders to identify, document, and disseminate best practices related to the triple elimination activity.
- Perform other duties as required.
Basic Requirements
- Possess a minimum of a bachelor’s degree in Nursing and Midwifery, Public Health, Health Management, or a related health field. Candidates with advanced postgraduate training in Public Health will be given preference.
- Demonstrate at least 5-7 years of experience in delivering, overseeing, and providing technical assistance in areas directly relevant to this activity.
- Proven experience working effectively at both health facility and community levels.
- Exhibit strong familiarity and technical understanding of the Triple Elimination of HIV, syphilis, and Hepatitis B, alongside knowledge of other pertinent activity components, including PMTCT, HIV self-testing, PrEP, and/or community case management.
- Experience in health systems strengthening, encompassing the integration of service delivery, commodity/supply chain management, HRH, and health information systems.
- Proficiency in providing technical assistance, capacity strengthening, supportive supervision, and performance monitoring.
- Demonstrated success in leading teams, ensuring deliverables are met on time and within budget, and engaging effectively and collaboratively with a diverse range of senior and mid-level public and private sector counterparts, donors, and other key stakeholders.
- Ability to cultivate and sustain robust relationships with government and civil society stakeholders.
- Possess strong analytical, presentation, communication, and reporting capabilities.
- Sound IT proficiency and skills in word processing, spreadsheets, databases, and presentations.
- Capacity to work autonomously, coupled with strong leadership and communication skills, and the ability to collaborate effectively with individuals from diverse backgrounds.
- Excellent command of both written and spoken English.
- Ability to communicate effectively in Chichewa and other local languages.
Preferred Qualifications
- A minimum of 5-7 years of direct clinical experience with clients/patients.
- Familiarity with U.S. Government (USG) rules, regulations, and policies.
- Knowledge of implementation science and/or program evaluation methodologies.
