Background

Spark Microgrants is preparing to launch a pilot initiative focused on local governance and development in Malawi this year. Through this pilot, villages will receive substantial block grants, approximately USD 16,000 (MWK 28 million), to fund community-selected subprojects identified via Village Action Plans (VAPs). The responsibility for direct implementation of these subprojects will rest with the villages, typically involving local procurement, in-kind labor contributions, and engaging external contractors for specialized services.

The subprojects are anticipated to encompass a range of initiatives, including:

• Small-scale irrigation systems


• Greenhouses


• Micro-enterprises (e.g., maize mills, beekeeping)


• Water points


• Livestock rearing


• Village savings and loan associations

The grant funding will be disbursed in two installments over a two-year period, enabling communities to invest in distinct projects. While the exact value of each tranche is pending finalization, past distributions have typically followed a 60/40 split, translating to:

• Grant 1: MWK 16.8 million


• Grant 2: MWK 11.2 million

To confirm the suitability of this grant size for the intended activities, Spark is commissioning a cost verification study. This study aims to establish the current market costs for implementing these types of subprojects at the village level.

Scope of Work

The primary objective of this assignment is to meticulously assess and validate the prevailing costs associated with key village-level investments in the designated districts. This will inform a determination of whether the proposed total block grant and individual tranche amounts are appropriate. Based on the study's findings, Spark may subsequently adjust the overall grant value and/or the size of each tranche.

The appointed consultant will be responsible for gathering recent and dependable cost data for the priority subproject categories, including:

• Irrigation schemes


• Greenhouses


• Micro-enterprises


• Water points

The collected data must accurately reflect realistic implementation costs at the village level, encompassing materials, labor, and transportation expenses. The consultant is expected to triangulate information from diverse sources, such as:

• Interviews with NGOs currently engaged in similar projects


• Consultations with communities that have recently completed comparable investments


• A review of Spark’s historical project cost data within Malawi


• Quotations obtained from a spectrum of suppliers, contractors, and service providers, ranging from small to larger enterprises


• Engagement with relevant government departments (e.g., agriculture, water, livestock)

Spark will furnish recent cost data, complete with detailed activity budgets, for i) livestock rearing and ii) village savings and loan associations, derived from its direct implementation experience. The consultant will incorporate these two subproject types into their analysis but will not be required to gather additional primary data for them.

Geographic Coverage

• The study will focus on two target districts: Balaka and Dowa.


• Within each district, multiple cost estimates will be collected to account for variations across different areas (e.g., comparing costs in remote versus easily accessible locations).

Analysis Requirements

• Provide comprehensive cost ranges and averages for each subproject type, including a detailed breakdown of cost components (e.g., materials, labor, specialized services).


• Identify and articulate key factors influencing costs (e.g., transportation, availability of inputs, seasonal impacts, lead times for orders, or urgency).


• Highlight any significant cost variations observed both between and within the study locations.


• Include cost estimates for the ongoing upkeep and maintenance of each subproject type.

Requirements

• Proven project management or procurement experience in rural development or infrastructure projects, specifically including cost estimation or budget management.


• A solid understanding of the Malawian context is essential.


• Previous experience working with NGOs, government structures, or community-driven development programs.


• Strong analytical capabilities and excellent report-writing skills.


• Experience in procurement and supply chain management is preferred.


• Demonstrated experience in costing rural development or infrastructure projects is highly desirable.

Job Location: Flexible, within Malawi

Start and Duration of Support: Commencing as soon as possible, the engagement is expected to last between three to four weeks from the contract start date, requiring a maximum of 15 working days.
