Operations & Finance Coordinator

The Role:

Oxfam is recruiting for an Operations & Finance Coordinator.

KEY RESPONSIBILITIES

1. Financial Planning, Budgeting & Expenditure Oversight (25%): Provide robust financial planning and oversight to ensure efficient resource allocation, monitoring, and utilization. This includes supporting budget development and consolidation, monitoring expenditure against budgets and forecasts, and delivering timely financial analysis to inform strategic planning and resource management.


2. Financial Controls, Compliance & Risk Management (20%): Strengthen financial integrity and compliance across all operations. Maintain and enhance internal control systems, ensure adherence to donor regulations and Oxfam policies, and monitor compliance standards for programmes and partners to mitigate fiduciary risk.


3. Grants Financial Management & Restricted Funding Coordination (15%): Collaborate closely with grant and programme teams to enhance the management of donor-funded resources. Track restricted funding budgets and expenditures, support financial monitoring and compliance for grants, and ensure alignment between financial reporting, programme updates, and budget performance.


4. Operational Oversight, Systems Strengthening & Cross-Functional Coordination (15%): Drive operational efficiency through strengthened systems and coordination across finance, procurement, logistics, and programme teams. Ensure consistent application of operational procedures and controls, and support continuous improvement of operational workflows.


5. Financial Reporting, Analysis & Decision Support (10%): Deliver critical financial intelligence to support management and strategic decision-making. Prepare accurate financial reports, dashboards, and analyses, and provide actionable insights on financial trends, resource utilization, and efficiency.


6. Partner Financial Management, Capacity Strengthening & Accountability (10%): Support strong financial stewardship within partner-led programmes. Review partner budgets and financial systems, build partner capacity in financial management and compliance, and ensure partners meet organizational and donor financial requirements.


7. Audit Support, Compliance Assurance & Continuous Improvement (5%): Prepare for and facilitate internal and external audits. Support the implementation of audit recommendations and ensure institutional accountability.

An ideal candidate will possess:

• Essential:


• Master’s degree in Finance, Accounting, Business Administration, or a related field. A bachelor’s degree combined with a full professional accounting qualification (ACCA, CIMA, CPA or equivalent) will also be considered.


• 4–6 years of relevant experience in finance, budgeting, operations, and financial reporting within development or humanitarian contexts.


• Proven capability in financial systems management, operational oversight, compliance, and risk management.


• Strong communication, analytical, and decision-making skills.


• Ability to build strong, credible relationships with internal and external stakeholders.


• Excellent written and verbal communication skills in English, with strong influencing and persuasive abilities.


• A high level of self-awareness, personal energy, stamina, and flexibility.


• Demonstrated experience as a team player, working cooperatively with colleagues across teams.


• Commitment to Oxfam’s safeguarding policies to ensure the safety of all individuals interacting with Oxfam.


• Desirable:


• Proficiency in Portuguese.


• Experience in multi-country programmes.


• Experience in partner financial oversight.


• Familiarity with institutional donor systems.


• Commitment to Oxfam’s overall aims and policies, with experience promoting gender equity, diversity, and the interests of marginalized people.


• Ability and willingness to travel regularly, sometimes at short notice, locally and regionally.


• Experience in multi-country or donor-funded programmes and working with partners.
