Country Offices execute each nation's programmatic priorities as outlined in their respective Country Programming Frameworks (CPFs), which are aligned with the UN Sustainable Development Cooperation Framework (UNSDCF). They also ensure effective and efficient operations through adequate human and financial resource management.

Specifically, FAO Country Offices:

  • Advocate for, inform, and support policies and investments relevant to FAO's mandate.
  • Provide expert technical assistance and deliver core services.
  • Facilitate and stimulate partnership and resource mobilization efforts to advance agrifood systems transformation.
  • Position FAO as the authoritative technical agency in food, agriculture, and agrifood systems transformation.
  • Ensure risk-aware and accountable operational and management practices.

This position is based at the FAO Representation in Lilongwe, Malawi.

Main Purpose

The Programme Assistant is responsible for coordinating specialized and complex activities and processes that support the Office's work program, including planning and budgeting. This role involves offering procedural guidance to managers and staff within the Office.

Supervision Received/Exercised

The Programme Assistant operates under the general supervision of the Assistant FAO Representative (Programme).

The incumbent functions independently, making decisions regarding work priorities. Supervision primarily focuses on the quality of work outputs. They also provide guidance and advice to other program support staff.

Working Relationships

The Programme Assistant collaborates closely with a diverse range of colleagues across the Organization, ensuring the consistency and high quality of program/project support services delivered by the Office.

Key Functions/Results

  • Monitor both Regular Programme and Project budgets, ensuring accurate fund allocation and reporting, and implementing corrective actions when necessary. Alert management to any emerging budget concerns.
  • Support budget holders in preparing Periodic Budgetary Reports (PBR), the biennial Programme of Work and Budget (PWB), and related divisional work plans as required.
  • Prepare project budget revisions in consultation with designated budget holders.
  • Assist in the initiation, administration, and ongoing monitoring of Letters of Agreement throughout the project implementation cycle.
  • Address various routine inquiries and clarify program and project-related matters. Inform management and team members about processes, procedures, and timelines for obtaining administrative services necessary for program/project execution. Initiate correspondence to verify data and gather additional information on transactions and budgetary issues.
  • Review data quality and maintain organized office records and reference files on various subjects. Compile and synthesize data from multiple sources to facilitate financial analyses of program/project activities and generate periodic or ad-hoc management reports.
  • Coordinate a comprehensive range of administrative and financial actions pertinent to staff management, non-staff support, travel arrangements, payments, and procurement.
  • Facilitate the dissemination of project outputs, knowledge products, and communication materials through digital and other media platforms.
  • Provide procedural guidance to junior Programme Assistants and other staff within the work unit.
  • Review existing program/project administration procedures and processes, offering recommendations for improvement.
  • Undertake additional duties as assigned.

The Programme Assistant's efforts directly contribute to the seamless operation and effective performance of the office's program/project activities. This role is instrumental in providing program support services crucial for achieving the organizational unit's mandate.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

Education: A Secondary School Education is required.

Experience: Four years of relevant experience in providing programme/project support services.

Languages: Working knowledge (proficiency - level C) of English is essential.

IT Skills: Good proficiency in MS Office applications, Internet usage, and general office technology equipment.

Residency: General Service Staff positions are recruited locally. Candidates must be nationals of Malawi or hold an existing visa/work permit and reside within commuting distance of Lilongwe at the time of application. Commuting distance is defined as the distance within which staff members can travel daily between their residence and the duty station.
