Terms of Reference: Digital Ecosystem Consultant
Background:
VillageReach, as an implementing partner for the CHOICE Project (2025-2028), funded by Global Affairs Canada (GAC) and Oxfam Canada, seeks a vendor to develop, deploy, and maintain three interconnected digital components. These include an offline-ready Youth Choice Progressive Web App (PWA), social media platforms (Facebook & WhatsApp), and an interactive live dashboard integrating data from all CHOICE digital channels.
Scope of Work:
The consultant will be responsible for the following services:
- Youth Choice App Development (Offline-Ready PWA): Co-design and prototype an offline-first PWA. This includes features such as a "Services Near Me" map, SRHR health topics, a moderated community chat forum, and a Support and Service Access Barrier Reporting tool. The PWA will be deployed on a cloud server.
- Social Media Setup (Facebook & WhatsApp): Create a Managed Facebook Page and set up the WhatsApp Business API with community structure, topic-based groups, a Broadcast Channel, and moderation tools. Ensure data and engagement metrics are fed to the central dashboard.
- Interactive Live Dashboard (Open Source): Deploy an open-source Business Intelligence (BI) platform (e.g., Metabase, Superset, Redash) on a cloud server. Develop ETL pipelines to ingest data from the Youth Choice App, Facebook/WhatsApp, USSD, and the CCPF hotline. Create visualizations for feedback, SRHR product stock-out alerts, channel usage trends, and campaign effectiveness. Implement row-level security and encryption.
- Ongoing Maintenance & Support (12 months post-go-live): Provide bug fixes, security patches, and compatibility updates. Maintain dashboard data pipelines, troubleshoot the Dashboard API, and monitor hosting uptime (target ≥99% with response within 4 working hours). Submit monthly reports and include up to 6 content updates and 3 dashboard visualization changes. Additional updates will be billed separately.
Deliverables & Timeline:
- Setup Phase (4 months): The vendor will provide a feasible work plan for initial setup and commissioning.
- Ongoing Maintenance Period (12 months after go-live):
- Monthly performance and usage reports, submitted by the 5th of the following month.
- Bug fixes and security patches addressed as needed, with critical issues resolved within 1 working day.
- Content updates: Up to 6 updates during the contract period, as requested.
- Dashboard visualization major changes: Up to 3 major updates during the contract period, as requested.
- Moderator training refresher sessions: Up to 2 sessions during the contract period.
- Service completion report: Submitted at the end of the contract.

- Strong understanding of data privacy for health/SRHR data within the Malawian context.
- Ability to conduct field testing in Balaka & Lilongwe.
