Position Overview
The Technical Lead will play a pivotal role in ensuring that project activities align with Malawi’s Health Sector Strategic Plan III (HSSP III), the National Health Financing Strategy, and governmental guidelines. This position emphasizes promoting sustainability, local ownership, and seamless integration within existing government systems.
Key Responsibilities
- Provide comprehensive technical leadership for all health financing interventions supported by the project.
- Spearhead the implementation and enhancement of Direct Facility Financing (DFF) systems across designated districts.
- Support District Councils and District Health Offices in operationalizing DFF in strict adherence to national guidelines.
- Ensure supervision systems are effective in identifying operational challenges, mitigating risks, and strengthening financial accountability and transparency.
- Facilitate district-level performance review meetings to evaluate DFF implementation and determine necessary corrective actions.
- Promote the integration of DFF supervision into routine district health system supervision to enhance long-term sustainability.
- Offer technical assistance to strengthen planning, budgeting, and financial management systems at the facility level.
- Assist health facilities in developing and executing annual and quarterly action plans that align with DFF priorities.
- Support coordination efforts between health facilities, District Health Offices, and District Finance Offices to ensure efficient resource management.
- Contribute to national technical discussions, consultations, and working groups focused on health financing reforms.
- Document implementation experiences and lessons learned to inform national policy improvements.
- Support advocacy initiatives to encourage the inclusion of health facilities within the Constituency Development Fund (CDF) planning and budgeting processes.
- Strengthen community participation and oversight in health financing at the facility level.
- Collaborate with the Monitoring & Evaluation team to enhance data collection, reporting, and analysis pertaining to health financing interventions.
- Document best practices and lessons learned to inform ongoing program improvements and policy dialogue.
- Serve as the primary technical liaison between the project and the Ministry of Health on all health financing matters.
Basic Requirements
- Bachelor’s degree combined with 9 or more years of relevant experience, including 4 years in management, or an equivalent combination of education and experience.
- A minimum of a Bachelor’s Degree in Nursing and Midwifery, Public Health, Health Management, or a related health field. Candidates with advanced Post-Graduate training in Public Health or Health Economics will have a distinct advantage.
- At least 2 years of experience in health sector planning at either district or national level.
- Demonstrated experience working across national, district, health facility, and community levels.
- A minimum of 3 years of relevant professional experience in health financing, health systems strengthening, or public financial management.
- Proven experience in supporting decentralized health financing systems or health sector reforms.
- Experience working with government health systems, preferably within Malawi or similar contexts.
- Experience working on donor-funded health programs (e.g., USAID, World Bank, Global Fund, or similar organizations).
- Demonstrated experience in capacity strengthening for government institutions at national or subnational levels.
- Proven track record of leading successful teams, consistently achieving deliverables on time and within budget, and effectively collaborating with a diverse range of senior and mid-level public and private sector counterparts, donors, and other key stakeholders.
- Ability to cultivate and maintain robust relationships with government and civil society stakeholders.
- Strong analytical, presentation, communication, and reporting skills.
- Proficient IT knowledge and skills in word processing, spreadsheets, databases, and presentations.
- Ability to work autonomously, possessing excellent leadership and communication skills, and the capacity to collaborate with individuals from all backgrounds.
- Excellent written and spoken English.
- Ability to speak other Malawian local languages.
- Willingness and ability to travel extensively within Malawi.
Preferred Qualifications
- A minimum of 5 years of relevant experience.
- A minimum of 5 years’ experience working directly with clients/patients in a clinical setting.
- Knowledge of USG rules, regulations, and policies.
- Experience supporting Direct Facility Financing (DFF) or similar health financing reforms.
- Experience working with district councils or decentralized governance structures.
- Familiarity with Malawi’s health sector policies and financing systems
