Position Overview
The Grants Officer reports directly to, and is supervised by, the Finance and Operations Manager. This role is responsible for delivering high-level finance, grants, and contracts management essential to achieving the objectives of the Pact Malawi project. The Grants Officer will also build capacity across all aspects related to finance and the management of sub-grants and subcontracts. This requires close collaboration with Pact's Finance and Grants units to ensure full compliance with USG Rules and Regulations, alongside other donor guidelines.
Key Responsibilities
Sub-award Administration
- Support partners in developing subcontract and sub-grant award documents that fully comply with donor requirements.
- Assist partners in managing the entire sub-award lifecycle, from initial solicitation and selection through pre-award assessments, negotiation, monitoring/compliance visits, and final closeout.
- Help partners oversee the budget management for projects' sub-award pools.
- Facilitate the rollout of training for grantees and partner staff to ensure comprehensive understanding and adherence to donor standards. This includes developing training materials and conducting regular training sessions with partners.
- Support partners in establishing and maintaining robust office systems for grants and contracts administration, ensuring the capability to generate regular reports.
- Aid partners in developing and/or updating their Sub-awards Manual, ensuring compliance with USG Regulations.
- Support partners in managing the closeout of awards, including preparing final inventories and arranging property disposition.
Compliance
- Enable partners to comply with federal, state, and local legal requirements by studying existing and new legislation, enforcing adherence, and advising management on necessary actions.
- Provide support to Civil Society Organizations (CSOs) in complying with cost-share policies, ensuring adherence and accurate reporting.
- Assist partners in reviewing, analyzing, and drafting contract language to guarantee compliance with all applicable donor and host government regulations.
Financial Management
- Enhance partners' capacity regarding US Department of State financial reporting requirements, including DATIM reports.
- Support partners in budget development and ongoing monitoring.
- Strengthen partners' capacity in sub-award financial management, aligning with US Department of State Rules and Regulations.
Other Responsibilities
- Provide effective performance management, mentoring, and coaching for partner staff.
- Deliver training as required, tailored to areas of expertise and partner staff needs.
- Perform all other assigned duties.
Basic Requirements
- A Master’s degree combined with at least 8 years of relevant experience, or an equivalent combination of education and experience.
Other Local Education And Experience
- MA/MSc/Master's degree in Business Administration or an equivalent relevant qualification.
- Minimum of 7 years of relevant experience within the NGO sector in Malawi, specifically managing the award and administration of sub-grants funded by entities such as Global Fund, the US Government, or other international donors.
- Demonstrated experience in sub-award design and administration management.
- Proven experience in donor funds administration.
- A solid understanding of local contract and procurement law.
- Exceptional communication skills, both verbal and written, in Kiswahili and English.
- Familiarity with OMB Circular A-110, A-122, and A-133; 22 CFR 226; and 22 CFR 228 is an advantage.
- Knowledge of USAID DATIM Financial Reports preparation is a plus.
- Strong understanding of donor auditing requirements and a demonstrated ability to provide financial oversight for Agreement programs.
- Proven robust knowledge of US Government-funded projects and other donor regulations pertinent to Agreements administration.
Preferred Qualifications
- Experience in assessing the responsibility and grant-worthiness of organizations through financial statements, audits, and other documentation presented in a proposal.
