Job Summary
The Chief of Party (COP) will provide essential strategic leadership, comprehensive oversight, and clear accountability for the Every Child Belongs (ECB) Initiative. This role is pivotal in enhancing the well-being, inclusion, and access to quality services for children with disabilities across Malawi, Rwanda, and other future participating countries. The COP will spearhead the implementation of integrated, disability-inclusive programming spanning health, education, child protection, WASH, livelihoods, and social inclusion sectors. Crucially, this position will focus on strengthening both government and community systems to ensure sustainable and impactful outcomes. The COP will manage country-level ECB Directors and champion World Vision's commitment to supporting children with disabilities throughout the partnership, ensuring effective field-level implementation, robust external engagement, and regional partnership development.
Key Responsibilities
STRATEGIC LEADERSHIP AND PROGRAMME MANAGEMENT
- Ensure the attainment of all agreed-upon performance targets, both programmatic and financial, to effectively serve approximately 500,000 individuals, including children with disabilities and their families.
- Provide expert technical guidance to Field Office (FO) ECB Directors, exercising oversight and responsibility for the successful implementation of the ECB Business Plan across all implementing countries.
- Develop and enhance quality assurance systems, facilitate the rollout of the digital case management system, and promote the use of data-driven decision-making throughout the ECB initiative.
- In close collaboration with FO Finance teams, ensure the efficient and effective utilization of resources for ECB programming, actively seeking opportunities for cost savings.
- Proactively identify, assess, and manage all potential risks associated with the initiative.
- Partner with Global Centre (GC), Support Offices (SO), Regional Offices (RO), and National Offices (NO) Program Quality teams to standardize and consistently apply project indicators across all ECB countries.
- Work collaboratively with the WVUS ECB team to facilitate learning, adaptation, and the resolution of performance management challenges.
- Empower FOs by strengthening their systems for effective disability service provision through targeted partner capacity-building plans.
STAFF DEVELOPMENT & CAPACITY STRENGTHENING
- Directly manage ECB Directors within each Field Office.
- Provide coaching and mentorship to ECB Directors and their teams, supporting direct implementation and the eventual transition to sustainable program delivery by government or appropriate country-level partners.
- Deliver necessary capacity strengthening support to FO teams to foster cohesive goals, develop effective strategies, and create actionable work plans for ECB implementation that align with ECB minimum standards.
- Nurture a culture of learning and innovation through mentorship, partner engagement, inquiry-based approaches, and the strategic use of data.
EXTERNAL ENGAGEMENT & REPRESENTATION
- Develop and execute a Strategic Stakeholder Engagement Plan that identifies and outlines all regional partnerships, both new and ongoing, with the objective of cultivating collaborations that enhance the quality and sustainability of ECB initiatives.
- Support FOs in identifying and pursuing opportunities to disseminate ECB learnings and results through presentations and publications at regional and country-level forums.
- Actively promote the consistent collection and utilization of data, alongside the sharing of results and feedback both internally and externally.
- Establish ECB as a foundational approach across the World Vision partnership, as well as with donors and external partners.
- Proactively identify opportunities for cross-sectoral integration and resource mobilization.
Required Qualifications and Professional Experience
- Master’s Degree in Disability Studies, Public Health, Education, International Development, Social Sciences, Development Management, Public Policy, or a closely related field.
- A minimum of 10 years of progressive professional experience managing large, donor-funded development programs, including multi-year and multi-country initiatives.
- Demonstrated strong financial and grant management expertise on projects with budgets exceeding $10 million, with a history of no previous audit findings.
- At least 5 years of experience in a senior leadership position, such as Chief of Party or an equivalent role.
- Proven experience in disability inclusion, child-focused programming, health systems strengthening, or community development.
- Demonstrated success managing multi-sector projects involving numerous partners and extensive implementation teams.
- Experience working effectively with government systems, non-governmental organizations, and development partners.
- Fluency in English with excellent oral and written communication skills.
