Position Summary
The M&E Advisor will lead various monitoring and evaluation initiatives for the ANAPA project. Key responsibilities include enhancing patient engagement, improving healthcare services, optimizing beneficiary outcomes, and managing data effectively. This role involves designing and implementing the organization's M&E framework and information system to track program targets, outcomes, and impacts. The advisor will analyze collected data to assess progress, identify areas for improvement, manage overall data, guide reporting processes for sub-partners and technical staff, consolidate program reports, and promote learning and knowledge sharing of best practices.
Key Responsibilities
- Assist in developing, designing, and modifying data collection and reporting tools.
- Ensure adherence to work plans, donor guidelines, and policies.
- Collect, aggregate, analyze, and prepare data for reporting to Headquarters and donors on a regular basis.
- Support sub-partners in developing robust M&E and Continuous Quality Improvement (CQI) systems.
- Provide updated technical information to sub-partners.
- Design and deliver M&E training courses, monitoring the use of M&E data.
- Respond to information and technical assistance requests from partners, ministries, and stakeholders.
- Contribute to planning and implementing data systems to integrate national data collection, ensuring quality and utilization.
- Participate in operational research and dissemination of findings.
- Organize and coordinate regular review meetings (weekly, monthly, quarterly).
- Provide training and mentoring support to partners and staff on M&E systems.
- Offer managerial support and mentorship to Program Officers and sub-awardees.
- Conduct monthly CQI, reporting, and data quality assurance visits.
- Facilitate informal training for staff on M&E, mentorship, and supervision standards.
- Represent the organization at relevant forums.
Qualifications
- Master’s degree in Public Health, Statistics, M&E, or an equivalent qualification.
- Minimum of 7 years of program management/technical experience, specifically in M&E of health programs, with a strong preference for PEPFAR/DREAMS/OVC experience.
- Demonstrated experience in establishing and managing M&E systems that track performance against objectives.
- Knowledge of donor M&E systems, particularly those of the US Government.
- Proven ICT skills in Microsoft Office and database management (e.g., Excel, EPI info, SPSS, SAS, STATA).
- Strong research and analytical abilities.
- Ability to work in Malawi.
- Excellent interpersonal and communication skills for productive cooperation.
- Proficiency in team motivation, presentations, training, mentoring, and skill transfer.
- Excellent fluency in written and verbal communication, with the capacity to produce regular activity and program status reports.
- Capable of leading a team or project, managing multiple priorities, and operating with minimal supervision.
- Demonstrated critical and creative thinking skills.
