Data Base Officer - M6
Job Purpose
Reporting to the National Addressing Manager, the job's main purpose is to manage and maintain the National Information System (NAS) database. The role ensures data integrity, security, accessibility, and alignment with the NAS objectives.
Key Responsibilities
- Manage and maintain NAS database.
- Ensure data accuracy, consistency and completeness through validation and cleaning processes.
- Perform regular database backups and recovery procedures.
- Manage user access, permissions and data security protocols.
- Develop and maintain data standards, documentation and metadata.
- Capture, store, and manage spatial and non-spatial data using GIS tools.
- Integrate GIS datasets with real-time data.
- Utilise and maintain digital maps, geodatabases and spatial layers.
- Support field data collection using GPS and mobile GIS tools.
- Generate reports, dashboards and visualisations from both spatial and non-spatial datasets.
- Support decision-making through data analysis and interpretation.
- Produce maps and spatial reports.
- Assist in monitoring and evaluation by providing accurate data insights.
- Collaborate with IT teams to improve database and GIS systems.
- Troubleshoot database and GIS-related issues.
- Support system upgrades and migrations.
- Recommend improvements to data management processes and tools.
Qualifications and Experience
- Bachelor's degree in Information Communication Technology (ICT), Computer Science, Information Systems, GIS, Geography, Data Science or any related field.
- Minimum of 2 years' experience in database management and GIS applications.
- Experience working with large datasets and spatial data systems is advantageous.
Technical Skills
- Proficiency in database management systems (MySQL, SQL, and Oracle).
- Strong SQL querying and data manipulation skills.
- Experience with GIS software (ArcGIS, QGIS).
- Knowledge of spatial databases.
- Familiarity with data visualisation tools and reporting platforms.
- Understanding of GPS data collection and mobile data tools.
